Inspector General Annex Format <strong>and</strong> Instructions<br />

ANNEX U (INSPECTOR GENERAL) TO OPLAN/OPORD [number] [(code name)]—[issuing<br />

headquarters] [(classification of title)]<br />

(2) (U) Assistance <strong>and</strong> Investigations. Develop assistance coverage plan for subordinate units<br />

with considerations for geographically dispersed units <strong>and</strong> split-based operations. Description of coverage<br />

should include unit visitation plans <strong>and</strong> plans for use of acting inspectors general for assistance.<br />

Emphasize the inspector general’s role of underwriting the chain of comm<strong>and</strong> in addressing issues <strong>and</strong><br />

allegations, to include h<strong>and</strong>ling of law of war violations. The inspector general assistance plan should also<br />

address support for units under the operational control or direct-supporting role of the inspector general’s<br />

organization (such as assistance support on an area-support basis).<br />

(3) (U) Teaching <strong>and</strong> Training. Detail plans for deliberate teaching <strong>and</strong> training tools, such as<br />

deployment <strong>and</strong> reception briefs, inspector general bulletins <strong>and</strong> newsletters, <strong>and</strong> new comm<strong>and</strong>er<br />

orientations.<br />

b. (U) Tasks to Subordinate Units. List inspector general tasks assigned to specific subordinate units<br />

not contained in the base order, <strong>and</strong> areas of responsibility for inspectors general <strong>and</strong> acting inspector<br />

general elements geographically separated from the comm<strong>and</strong> inspector general.<br />

c. (U) Coordinating Instructions. List only instructions applicable to two or more subordinate units not<br />

covered in the base order. Include instructions for coordination between inspector general elements<br />

conducting split-based operations <strong>and</strong> coordination for reachback assistance from nondeployed supporting<br />

inspectors general at home station. List coordination <strong>and</strong> reporting requirements to the higher comm<strong>and</strong><br />

inspector general <strong>and</strong> other inspector general technical channels. List the unit’s reporting process for<br />

intelligence oversight procedure 15 reports, law of war violations, whistle-blower reprisals, <strong>and</strong> other<br />

Department of Defense-level critical information requirements. List the st<strong>and</strong>ard “before you see the<br />

inspector general” checklist.<br />

4. (U) Sustainment. Identify priorities of sustainment for inspector general key tasks <strong>and</strong> specify<br />

additional instructions as required. Refer to Annex F (Sustainment) as required.<br />

a. (U) Logistics. Identify unique sustainment requirements, procedures, <strong>and</strong> guidance to support<br />

inspector general teams <strong>and</strong> operations. Specify procedures for specialized technical logistics support from<br />

external organizations as necessary. Use subparagraphs to identify priorities <strong>and</strong> specific instructions for<br />

maintenance, transportation, supply, field services, distribution, contracting, <strong>and</strong> general engineering<br />

support. Refer to Annex F (Sustainment) <strong>and</strong> Annex P (Host-Nation Support) as required.<br />

b. (U) Personnel. Identify inspector general-unique personnel requirements <strong>and</strong> concerns, including<br />

global sourcing support <strong>and</strong> contracted linguist requirements. Use subparagraphs to identify priorities <strong>and</strong><br />

specific instructions for human resources support, financial management, legal support, <strong>and</strong> religious<br />

support. Refer to Annex F (Sustainment) as required.<br />

c. (U) <strong>Army</strong> Health System Support. Identify availability, priorities, <strong>and</strong> instructions for medical care.<br />

Refer to Annex F (Sustainment) as required.<br />

5. (U) Comm<strong>and</strong> <strong>and</strong> Signal.<br />

a. (U) Comm<strong>and</strong>.<br />

(1) (U) Location of the <strong>Comm<strong>and</strong>er</strong>. Identify current or future comm<strong>and</strong> post locations or map<br />

coordinate locations of inspectors general. Identify the inspector general chain of comm<strong>and</strong> if not<br />

addressed in the unit st<strong>and</strong>ard operating procedures (SOPs).<br />
