Civil Affairs Operations Annex Format <strong>and</strong> Instructions<br />

(3) (U) Identify <strong>and</strong> list host-nation medical support capabilities if not addressed in Annex P (Host-<br />

Nation Support).<br />

5. (U) Comm<strong>and</strong> <strong>and</strong> Signal.<br />

a. (U) Comm<strong>and</strong>.<br />

(1). (U) Location of Key Leaders. List the location of key civil affairs unit comm<strong>and</strong>ers <strong>and</strong> staff<br />

officers G-9 (S-9).<br />

(2) (U) Succession of Comm<strong>and</strong>. State the succession of comm<strong>and</strong> if not covered in the unit’s<br />

SOPs.<br />

(3) (U) Liaison Requirements. State civil affairs liaison requirements not covered in the unit’s<br />

SOPs.<br />

b. (U) Control.<br />

(1) (U) Comm<strong>and</strong> Posts. Describe the employment of comm<strong>and</strong> posts (CPs), including the location<br />

of each CP <strong>and</strong> its time of opening <strong>and</strong> closing, as appropriate. State the primary controlling CP for specific<br />

tasks or phases of the operation (for example, “Civil-military operations center (CMOC) will be co-located<br />

with division main CP”).<br />

(a) (U) Location <strong>and</strong> alternate locations of civil affairs comm<strong>and</strong> post or CMOC.<br />

(b) (U) Location <strong>and</strong> alternate locations of higher, adjacent, <strong>and</strong> subordinate CMOCs.<br />

(c) (U) Location of key civil affairs operations leaders G-9 (S-9).<br />

(2) (U) Reports. List reports not covered in SOPs. Describe civil affairs operations reporting<br />

requirements for subordinate units. Refer to Annex R (Reports) as required.<br />

c. (U) Signal. List signal operating instructions for civil affairs operations as needed, as well as<br />

primary <strong>and</strong> alternate means of communications with both military <strong>and</strong> nonmilitary organizations<br />

conducting civil affairs operations. Consider operations security requirements. Refer to Annex H (Signal) as<br />

required.<br />

(1) (U) Describe the networks to monitor for reports.<br />

(2) (U) Address any civil affairs operations specific communications or digitization connectivity<br />

requirements or coordination necessary to meet functional responsibilities (consider telephone listing).<br />

Provide instructions regarding maintenance <strong>and</strong> update of the civil information management database.<br />
