(7) (U) Vulnerabilities. Identify <strong>and</strong> list friendly vulnerabilities to enemy <strong>and</strong> third-party inform<br />

<strong>and</strong> influence activities.<br />

e. (U) Interagency, Intergovernmental, <strong>and</strong> Nongovernmental Organizations. Identify <strong>and</strong> describe<br />

other organizations in the area of operations that may impact the conduct of operations of inform <strong>and</strong><br />

influence activities or implementation of inform <strong>and</strong> influence activities-specific equipment <strong>and</strong> tactics.<br />

Refer to Annex V (Interagency Coordination) as required.<br />

f. (U) Civil Considerations. Identify, list, <strong>and</strong> describe civil organizations in the area of operations that<br />

may impact inform <strong>and</strong> influence activities. Refer to Annex B (Intelligence) <strong>and</strong> Annex K (Civil Affairs<br />

Operations) as required.<br />

(1) (U) Key Elements. Identify key people, organizations, <strong>and</strong> groups in the area of operations that<br />

conduct inform <strong>and</strong> influence activities. Identify how this will affect friendly <strong>and</strong> enemy inform <strong>and</strong> influence<br />

activities.<br />

(2) (U) Key Elements’ Objectives. Describe likely objectives <strong>and</strong> activities of these key people,<br />

organizations, <strong>and</strong> groups in the area of operations that will affect inform <strong>and</strong> influence activities.<br />

g. (U) Information Environment. Identify significant characteristics of the information environment:<br />

populace <strong>and</strong> civil infrastructure; information content, flow, <strong>and</strong> distribution; <strong>and</strong> populace <strong>and</strong> third-party<br />

perceptions, awareness, <strong>and</strong> underst<strong>and</strong>ing. Identify those aspects of inform <strong>and</strong> influence activities that<br />

favor all other persons in the area of operations.<br />

h. (U) Attachments <strong>and</strong> Detachments. List units attached or detached only as necessary to clarify task<br />

organization.<br />

i. (U) Assumptions. List any additional inform <strong>and</strong> influence activities-specific assumptions or<br />

information not included in the general situation that will impact inform <strong>and</strong> influence activities operations.<br />

2. (U) Mission. State the mission of inform <strong>and</strong> influence activities in support of the base plan or order.<br />

3. (U) Execution.<br />

a. (U) Scheme of Inform <strong>and</strong> Influence Activities. Describe how inform <strong>and</strong> influence activities support<br />

the comm<strong>and</strong>er’s intent <strong>and</strong> concept of operations. Summarize how the comm<strong>and</strong>er visualizes executing<br />

inform <strong>and</strong> influence activities. Establish the priorities of support to units for each phase of inform <strong>and</strong><br />

influence activities operations. Explain how inform <strong>and</strong> influence activities will assist in achieving an<br />

operational advantage at the operation’s decisive points. Refer to Annex C (Operations) as required.<br />

(1) (U) Inform <strong>and</strong> Influence Activities Objectives. Describe the clearly defined inform <strong>and</strong><br />

influence activities objective <strong>and</strong> the obtainable effects that the comm<strong>and</strong>er intends to achieve.<br />

(2) (U) Inform <strong>and</strong> Influence Activities Tasks. Describe the tasks developed to support the<br />

accomplishment of one or more inform <strong>and</strong> influence activities objectives.<br />

(a) (U) Public Affairs. Describe how public affairs supports inform <strong>and</strong> influence activities in<br />

this operation. Establish the priorities of support for each phase of the operation. Refer to Appendix 1<br />

(Public Affairs) to Annex J (Inform <strong>and</strong> Influence Activities) as required.<br />

(b) (U) Military Deception. Describe how military deception supports the comm<strong>and</strong>er’s intent<br />

<strong>and</strong> concept of operations. Establish the priorities of support to units for each phase of the operation. State<br />

how military deception tasks will deceive <strong>and</strong> influence the enemy. State how military deception supports the<br />

accomplishment of the operation. Synchronize this element with the other military deception elements. Refer<br />

to Appendix 2 (Military Deception) to Annex J (Inform <strong>and</strong> Influence Activities) as required.<br />
