ANNEX L (RECONNAISSANCE AND SURVEILLANCE) TO OPERATION PLAN/ORDER<br />

(1) (U) Terrain. Describe the aspects of terrain that impact reconnaissance <strong>and</strong> surveillance<br />

operations. Refer to Annex B (Intelligence) as required.<br />

(2) (U) Weather. Describe the aspects of weather that impact reconnaissance <strong>and</strong> surveillance<br />

operations. Refer to Annex B (Intelligence) as required.<br />

c. (U) Enemy Forces. List known <strong>and</strong> templated locations <strong>and</strong> activities of enemy reconnaissance <strong>and</strong><br />

surveillance units for one echelon up <strong>and</strong> two echelons down. List enemy maneuver <strong>and</strong> other area<br />

capabilities that will impact friendly reconnaissance <strong>and</strong> surveillance operations. State expected enemy<br />

courses of action <strong>and</strong> employment of enemy reconnaissance <strong>and</strong> surveillance assets. Refer to Annex B<br />

(Intelligence) as required.<br />

d. (U) Friendly Forces. Outline the higher headquarters’ reconnaissance <strong>and</strong> surveillance plan. List<br />

designation, location, <strong>and</strong> outline of plan of higher, adjacent, <strong>and</strong> other reconnaissance <strong>and</strong> surveillance<br />

organizations <strong>and</strong> assets that support or impact the issuing headquarters or require coordination <strong>and</strong><br />

additional support.<br />

e. (U) Interagency, Intergovernmental, <strong>and</strong> Nongovernmental Organizations. Identify <strong>and</strong> describe<br />

other organizations in the area of operations that may impact the conduct of reconnaissance <strong>and</strong><br />

surveillance operations or implementation of reconnaissance <strong>and</strong> surveillance-specific equipment <strong>and</strong><br />

tactics. Refer to Annex V (Interagency Coordination) as required.<br />

f. (U) Civil Considerations. Describe the aspects of the civil situation that impact reconnaissance <strong>and</strong><br />

surveillance operations. Refer to Annex B (Intelligence) <strong>and</strong> Annex K (Civil Affairs Operations) as required.<br />

g. (U) Attachments <strong>and</strong> Detachments. List units or assets attached to or detached from the issuing<br />

headquarters that impact reconnaissance <strong>and</strong> surveillance. State when each attachment or detachment is<br />

effective (for example, on order, on commitment of the reserve) if different from the effective time of the base<br />

plan or order. Do not repeat information already listed in Annex A (Task Organization). Refer to Annex A<br />

(Task Organization) as required.<br />

h. (U) Assumptions. List any reconnaissance <strong>and</strong> surveillance-specific assumptions that support the<br />

annex development.<br />

2. (U) Mission. State the mission of the reconnaissance <strong>and</strong> surveillance in support of the base plan or<br />

order.<br />

3. (U) Execution.<br />

a. (U) Scheme of Reconnaissance <strong>and</strong> Surveillance Operations. State the overall reconnaissance<br />

objective or objectives. Describe how the scheme of reconnaissance <strong>and</strong> surveillance supports the<br />

comm<strong>and</strong>er’s intent, concept of operations, <strong>and</strong> comm<strong>and</strong>er’s critical information requirements. Direct the<br />

manner in which each element of the force will cooperate to accomplish the key reconnaissance <strong>and</strong><br />

surveillance tasks <strong>and</strong> tie that to support of the operation with task <strong>and</strong> purpose statement. Describe, at a<br />

minimum, the overall reconnaissance <strong>and</strong> surveillance scheme of maneuver <strong>and</strong> scheme of fires. Refer to<br />

Appendix 1 (Reconnaissance <strong>and</strong> Surveillance Overlay) <strong>and</strong> Appendix 2 (Reconnaissance <strong>and</strong> Surveillance<br />

Tasking Matrix) to Annex L (Reconnaissance <strong>and</strong> Surveillance) as required.<br />

(1) (U) Movement <strong>and</strong> Maneuver. State the scheme of movement <strong>and</strong> maneuver for reconnaissance<br />

<strong>and</strong> surveillance units. Refer to Annex C (Operations) as required.<br />
