Interagency Coordination Annex Format <strong>and</strong> Instructions<br />

ANNEX V (INTERAGECY COORDINATION) TO OPLAN [number] [(code name)]—[issuing<br />

headquarters] [(classification of title)]<br />

i. (U) Legal Considerations. List any legal considerations that may affect interagency participation,<br />

such as applicable international law or the authorities established under USC titles 10, 34, or 50.<br />

2. (U) Mission. State the mission of interagency coordination in support of the concept of operations in the<br />

base plan or order.<br />

3. (U) Execution.<br />

a. (U) Scheme of Interagency Coordination. Summarize the concept of operations in the base plan or<br />

order including an outline of the primary objectives <strong>and</strong> desired effects of each phase. Describe the concept<br />

of interagency coordination <strong>and</strong> how it supports the concept of operations. Describe the areas of<br />

responsibility from United States government agencies by major areas of response: humanitarian,<br />

economic, political or diplomatic, <strong>and</strong> others as required. The operational variables (known as PMESII-<br />

PT) are another method to organize major areas of response: political, military, economic, social,<br />

information, infrastructure, physical environment, <strong>and</strong> time.<br />

(1) (U) Humanitarian. Define, in broad terms, the desired actions <strong>and</strong> responsibilities for United<br />

States government agencies in rebuilding <strong>and</strong> shaping the humanitarian structure <strong>and</strong> health of the affected<br />

nation. Coordinate these requested actions with the comm<strong>and</strong>er’s phase development.<br />

(2) (U) Economic. Define, in broad terms, the desired actions <strong>and</strong> responsibilities for United<br />

States government agencies in rebuilding <strong>and</strong> shaping the economic structure <strong>and</strong> health of the affected<br />

nation. Coordinate these requested actions with the supported comm<strong>and</strong>er’s phase.<br />

(3) (U) Political/Diplomatic. Define, in broad terms, the desired actions <strong>and</strong> responsibilities for<br />

United States government agencies in rebuilding <strong>and</strong> shaping the political <strong>and</strong> diplomatic structure <strong>and</strong><br />

health of the affected nation. Coordinate these requested actions with the supported comm<strong>and</strong>er’s phase<br />

development.<br />

(4) (U) Others. As required.<br />

b. (U) Tasks to Subordinate Units <strong>and</strong> Milestones. Identify tasks <strong>and</strong> required milestones of the issuing<br />

headquarters <strong>and</strong> interagency organizations during the conduct of operations.<br />

c. (U) Coordinating Instructions. List only instructions applicable to two or more subordinate units not<br />

covered in the base plan or order. Identify <strong>and</strong> list general instructions applicable to other United States<br />

government agencies, such as agreements with the host country <strong>and</strong> allied forces.<br />

4. (U) Sustainment. Identify priorities of sustainment for interagency coordination key tasks <strong>and</strong> specify<br />

additional instructions as required. Refer to Annex F (Sustainment) as required.<br />

a. (U) Logistics. Use subparagraphs to identify availability, priorities, <strong>and</strong> specific instructions for<br />

maintenance, transportation, supply, field services, distribution, contracting, <strong>and</strong> general engineering<br />

support. Refer to Annex F (Sustainment) <strong>and</strong> Annex P (Host-Nation Support) as required.<br />

b. (U) Personnel. Use subparagraphs to identify availability, priorities, <strong>and</strong> specific instructions for<br />

human resources support, financial management, legal support, <strong>and</strong> religious support. Refer to Annex F<br />

(Sustainment) as required.<br />

c. (U) <strong>Army</strong> Health System Support. Identify availability, priorities, <strong>and</strong> instructions for medical care.<br />

Refer to Annex F (Sustainment) as required.<br />

5. (U) Comm<strong>and</strong> <strong>and</strong> Signal.<br />
