Community organizations, religious communities and their unionsrema<strong>in</strong>ed the only <strong>in</strong>stitutions burdened with the difficult task of eas<strong>in</strong>gthe suffer<strong>in</strong>g, whilst unable to avert it.Realiz<strong>in</strong>g the danger <strong>in</strong> advance, <strong>in</strong> May 1940 an attempt was made tocreate a strong central organization capable of conduct<strong>in</strong>g politicalactivity, and at the same time able to provide social aid. The Union ofJewish Religious Communities operated for about one year on the<strong>in</strong>itiative and energy of one <strong>in</strong>dividual, and was the only l<strong>in</strong>e of defenseJews had aga<strong>in</strong>st the hatred mounted aga<strong>in</strong>st them from all sides.Naturally, dur<strong>in</strong>g the Iron Guard reign of terror, when the executive andjudicial authorities vanished completely, little could be expected from theactivities of the Jewish leadership. It is true that they quickly established arelationship with the Leader of the State, and achieved certa<strong>in</strong> concessionshere and there, which—sporadically and fleet<strong>in</strong>gly—alleviated Jewishsuffer<strong>in</strong>g <strong>in</strong> certa<strong>in</strong> places. However modest these concessions might havebeen, they were worth striv<strong>in</strong>g for <strong>in</strong>cessantly. With a decreased staff and apoor budget challeng<strong>in</strong>g the <strong>in</strong>difference among Jews, which was just asdangerous as the hatred and rage on the oppos<strong>in</strong>g side, the Jewishleadership took up the fight aga<strong>in</strong>st the Iron Guard system. This battle wasunequal, on one side there was power, the club and the gun, on the otherJewish self-esteem and pride. Yet (at the expense of horrify<strong>in</strong>g Jewish bloodand property sacrifices), the latter triumphed dur<strong>in</strong>g the first phase of Nazipersecution. The Iron Guard system drowned <strong>in</strong> blood and ashes, and theactivity of the Jewish leadership was a contributory factor. /... /The hundreds of reports describ<strong>in</strong>g the grievances and suffer<strong>in</strong>g affect<strong>in</strong>gJews <strong>in</strong> every corner of the land, and outl<strong>in</strong><strong>in</strong>g the terror and horror<strong>in</strong>troduced everywhere by the murderous and destructive Iron Guardregime, were not <strong>in</strong>tended to cause a change of heart <strong>in</strong> the Leader of theState, but sufficed to give this overzealous man a clear picture of how thefoundations of the state were crumbl<strong>in</strong>g and thus endanger<strong>in</strong>g hisposition. One such report—on December 9, 1940—catalogued fourhundred crimes <strong>in</strong> thirty-five locations, prompt<strong>in</strong>g General Antonescu toissue the follow<strong>in</strong>g directive: “It is the responsibility of the M<strong>in</strong>istry of theInterior, together with a member of the Iron Guard Forum, appo<strong>in</strong>ted byMr. Sima , to immediately exam<strong>in</strong>e these cases. They should summarizetheir f<strong>in</strong>d<strong>in</strong>gs <strong>in</strong> a report, and deliver it to me without delay. Should the72
