Table C5.7 summarises changes in the income<br />

distribution for selected years between 1986 (the<br />

first year for which consistent data on disposable<br />

income are available) and 1997–98. The<br />

distributional profile has been summarised with<br />

the use of the inequality measures used<br />

previously, and several different distributions are<br />

shown for each year. The first distribution refers<br />

to the distribution of wage and salary income<br />

among full-time individual workers. This has<br />

significance because, as table C5.4 shows, wage<br />

income is the most important source of<br />

income—in aggregate and for most households<br />

with an employed member. It also allows the<br />

degree of inequality that exists among the ‘core’<br />

labour force to be assessed, and provides a link<br />

with the longer-term distributional trend shown<br />

in table C5.6. The next three distributions—of<br />

market income, gross income and disposable<br />

income—correspond broadly to the national<br />

accounts concepts of primary, gross and<br />

disposable household income shown in<br />

table C5.4. There are some differences in the<br />

coverage and accuracy of some income<br />

components, particularly those such as imputed<br />

rental income and employer superannuation<br />

contributions, where it is difficult to collect<br />

reliable information in a household survey.<br />

Despite these, it is worthwhile to explore<br />

several different income measures because<br />

this allows the factors contributing to income<br />

inequality to be identified and their impact<br />

assessed. The unit of analysis used to derive<br />

the estimates shown in table C5.7 is the<br />

income unit discussed earlier, on the<br />

grounds that the assumption of income<br />

pooling is most applicable at this level.<br />

The framework underlying table C5.7 allows<br />

the degree of income inequality generated in<br />

the market to be differentiated from the<br />

impact of government transfer and tax<br />

programs that influence the distribution of<br />

post-transfer, post-tax (disposable) income.<br />

Thus, it is possible to assess the<br />

distributional impact of social security (and<br />

other regular) transfers by comparing the<br />

distributions of market and gross income.<br />

Similarly, the impact of (personal) income<br />

taxes can be assessed by the difference in the<br />

distributions of gross and disposable income.<br />

The overall impact of the tax-transfer system<br />

is reflected in the difference between the<br />

distributions of market and disposable<br />

incomes.
