Community services<br />

The ABS conducted its first comprehensive<br />

survey of the community services industry in<br />

respect of 1995–96. The survey covered<br />

businesses and organisations mainly involved in<br />

the provision of child care services,<br />

accommodation for the aged, other residential<br />

care services, non-residential care services and<br />

nursing homes.<br />

At 30 June 1996, there were 7,207 businesses and<br />

organisations in the community services industry.<br />

Of these, 70% were ‘not for profit’ organisations<br />

(i.e. businesses whose status does not permit<br />

them to be a source of income, profit or financial<br />

gain for the entities which establish, control or<br />

finance them). The 2,115 ‘for profit’ organisations<br />

were mainly concentrated in the child care<br />

industry (61%) and nursing homes (25%).<br />

As shown in table 21.32, the industry employed<br />

248,953 persons at 30 June 1996. The majority<br />

(68%) of these were employed on a part-time<br />

basis. The proportion of persons employed on a<br />

part-time basis varied from industry to industry,<br />

with the nursing homes industry having the<br />

highest incidence (78%).<br />

In addition to 248,953 persons employed, a<br />

further 211,144 persons were working in the<br />

industry at 30 June 1996 as volunteers.<br />

These were particularly important in the<br />

non-residential care services n.e.c. industry, with<br />

146,444 persons providing volunteer services to<br />

businesses in the industry at 30 June 1996.<br />

The community services industry generated<br />

$7,295m in income in 1995–96. Government<br />

funding was the source of $3,905m (54%) while<br />

sales of goods and services accounted for 32% of<br />

income ($2,351m). The role of government<br />

funding was particularly significant in the nursing<br />

homes industry, accounting for 60% of total<br />

income. Total expenses of the community<br />

services industry were $6,951m, labour costs<br />

representing the largest proportion (65%).<br />

Libraries, museums and<br />

The ABS conducted its first comprehensive<br />

survey of the libraries industry in respect of<br />

1996–97. The survey covered all businesses and<br />

organisations whose main activity was the<br />

acquisition, collection, organisation, conservation<br />

and loan of library materials such as books,<br />

magazines, manuscripts, musical scores, maps<br />

and prints. It also included archival service<br />

activities. In addition, the library activities of local<br />

government authorities were included in the<br />

survey. Libraries with restricted access such as<br />

those operated by educational institutions<br />

(universities and schools), and libraries operated<br />

by businesses for internal reference purposes,<br />

were excluded from the survey.<br />

As shown in table 21.33, at 30 June 1997 there<br />

were 564 organisations in the libraries industry,<br />

operating from 1,468 locations and employing<br />

11,877 persons. Of these, 59% were employed on<br />

a full-time basis.<br />

Total income of the industry in 1996–97 was<br />

$667m. The great majority of income was from<br />

government funding, which accounted for $597m<br />

or 90%. Expenses of the industry totalled $631m,<br />

wages and salaries accounting for over half (52%)<br />

of all expenses.<br />

In 1996–97 there were 89.6 million visits to public<br />

libraries, which represented nearly five visits per<br />

person for the year. These visits resulted in public<br />

library loans of 153.9 million books and other<br />

materials, a ratio of 1.7 loans per visit.
