saying the Clinton administration<br />

was no hope for lifting sanctions<br />
against Iraq unless it conce<strong>de</strong>d to a<br />
regime of long-term monitQring of<br />
-its weapons of mass <strong>de</strong>struction.<br />
The official said Iraq did not<br />
object to the principle of long-term<br />
,monitoring of its nuclear capability,<br />
but not un<strong>de</strong>r the terms intro-<br />
'duced in UN resolution 715.<br />
