Security Council, Ahmed Snoussi<br />
of Morocco, was to summon the<br />
chief Iraqi <strong>de</strong>legate, Nizar Ham-<br />
doon, and <strong>de</strong>mand guarantees tm.t<br />
UN fligbts would not ~ obstrucled<br />
or threatened.<br />
There was no immediate reaction<br />
from Iraqi diplomats.<br />
But Mr. Ekeus said that after the<br />
inci<strong>de</strong>nt Iraqi officials bad <strong>de</strong>nied<br />
it was a threat and had called the<br />
warning "standard military practice."<br />
He called the case "extremely<br />
serious" and a violation of Iraq's<br />
obligations un<strong>de</strong>r the UN ceasefire<br />
and related resobAions, which<br />
give full freedom to UN inspectors<br />
and aircraft.<br />
He also said he did not <strong>de</strong>tect<br />
any greater cooperation from the<br />
Iraqi si<strong>de</strong> than in the past.<br />
Mr. Ekeus said that the inci<strong>de</strong>nt<br />
"is part of Iraq's overall strategy,<br />
its salami tactics, to systematica11y<br />
narrow the scope of our operations<br />
and search."<br />
• An Unusual Search<br />
Michael R. Gordon of The New<br />
York Times reported earlier from'<br />
Washington:<br />
Diplomatic officials said the<br />
confrontation occurred as inspectors<br />
began an unusual and complex<br />
search for Scud missiles and relaled<br />
equipment.<br />

hiding perbaps 200 Scuds, but the<br />
inspectors have not found any.<br />
On Monday, some inspectors<br />
sèarched on the ground while a U-2<br />
spy plane flew overhead .<br />
A pair of UN helicopters joined<br />
in the inspection, taking photographs<br />
to chronicle any suspicious<br />
activity by Iraqis.<br />
As the two helicopters flew toward<br />
the area, the crews saw that<br />
Iraqi forces had trained anti-aircraft<br />
guns on them..<br />
Un<strong>de</strong>rscoring the threat, an Iraqi<br />
official also warned the inspectors<br />
against continuing, officials said.<br />
The helicopters left the area,<br />
then r<strong>et</strong>urned to compl<strong>et</strong>e their<br />

But the <strong>de</strong>lay may bave liven the<br />
Iraqis time to remove matmel from<br />
the area.<br />
"When you are looking for som<strong>et</strong>hing<br />
that is highly mobile, a <strong>de</strong>lay<br />
is not helpful," a diplomat said.<br />
Western officials said the UN<br />
commission planned to evaluate<br />
data from the U-2 flight to <strong>de</strong>termine<br />
if the Iraqis moved equipment<br />
away while the helicopters<br />
were gone.<br />
Even if it turns out that no equipment<br />
was moved, the Iraqi action<br />
was seen as jeopardizing the UN<br />
plan to carry out weapons inspections<br />
anywhere it <strong>de</strong>ems necessary.<br />
