- In order to prevent the <strong>for</strong>mation of "habits" which could lead to a decline in the level of vigilance,<br />

officers responsible shall be rotated on a regular basis.<br />

- The storage and use of visa stickers shall be the subject of security measures similar to those applied<br />

to other documents which require protection.<br />

2. Filing<br />

Each Contracting Party shall be responsible <strong>for</strong> filing visa applications and in cases where visas are<br />

subject to central consultation, photographs of applicants.<br />

Visa applications shall be kept <strong>for</strong> at least one year where the visa has been issued and at least five<br />

years where the visa has been refused.<br />

In order to make it easier to locate an application, the file and archive references shall be mentioned<br />

during consultation and in replies to consultation.<br />

3. Visa registers<br />

Each Contracting Party shall register visas which have been issued in accordance with national<br />

practice. Cancelled visa stickers shall be registered as such.<br />

4. Fees to be charged corresponding to the administrative costs of processing visa applications<br />

The fees to be charged corresponding to the administrative costs of processing the visa application<br />

are listed in Annex 12.<br />

However, no fees are to be charged <strong>for</strong> administrative costs <strong>for</strong> visa applications lodged by nationals<br />

of third countries who are members of the family of a Union citizen or of a national of a State party to<br />

the EEA Agreement, and who are exercising their right to free movement.<br />

VIII. CONSULAR COOPERATION AT LOCAL LEVEL<br />

1. Framework of consular cooperation at local level<br />

In general, consular cooperation in situ will concern the assessment of immigration risks. It shall be<br />

aimed mainly at determining common criteria <strong>for</strong> examining files, exchanging in<strong>for</strong>mation on the use<br />

of false documents, on possible illegal immigration routes and on refusing visas where applications<br />

are manifestly ill-founded or fraudulent. It should also permit the exchange of in<strong>for</strong>mation on bonafide<br />

applicants and the joint finalisation of in<strong>for</strong>mation <strong>for</strong> the public on the conditions governing<br />

Schengen visa applications.<br />

Consular cooperation shall also take account of the local administrative situation and socio-economic<br />

structure.<br />
