Poor integration of these projects (dimensions, range of businesses,tenant mix, location, public spaces) can result in a long-term weakening of traditionalretailing areas, particularly in small and medium-sized cities in regions where economic conditionsare unfavourable.In order to protect the main shopping areas from a loss of functions some of the polled citiesare actively promoting the upgrading of the areas that link a city centre and the main shoppingdistrict with e.g. cooperation between the centre investor and the city. Nearly all the referencecities have an established professional management aiming at greater and more sustainablebenefits for local retailers.EmploymentToday the range of employments in the inner city is mainly concentrated in the retail trade,services, and private or public administration, the latter being supported by measures suchas the conscious relocation and concentration of public administration functions in inner cities.There are increased numbers of e.g. service sector jobs, particularly in those cities thathave previously experienced a substantial loss of industrial jobs in the course of economicstructural change.There remain hardly any jobs in small-scale industries (with a few exceptions - cobblers, bicyclerepairs) in the inner areas of big cities. Because of noise emissions or space requirementsthey have been relocated, frequently to the inner city periphery. Medium-sized citieshave comparatively high numbers of jobs in these inner city-based trades.The inner city continues to gain relevance as a workplace because of new employment opportunities,the availability of electronic media, and more flexible working hours, combinedwith easy accessibility and the proximity to culture and services.Housing and social integrationThe inner city is no longer the main housing district of a city, particularly when for decadesthere has been an orientation concentrating on a particular function such as shopping. In themedium-sized cities too, inner-city housing use is often no longer the prime use; in somecases there is little demand for the housing that is available (e.g. half-timbered buildings).The changes in the share of residential use in inner cities have so far been qualitative (in relationto e.g. changes in social structure, the migration of young people for educational reasons,no significant return of residents from surrounding areas) rather than quantitative(through people moving to the city).For older people, it is factors such as personal mobility, self-sufficiency, and maintaining personalcontacts that are significant criteria when deciding on whether to move if they live in, ornear, the inner city. Increasing structural adaptation of the available supply of inner city housingand infrastructure is attracting this settlement by this section of the population.The cities polled all report a renaissance of inner-city living when there are suitable areas fordevelopment that can be used for the construction of attractive housing.
