dwelling be used in conjunction with<br />

the retail use and as such the strata<br />

subdivision <strong>of</strong> the two uses would be<br />

permitted.<br />

The land is zoned B1 Business<br />

Neighbourhood under LEP 2010 and<br />

DLEP 2011. A master plan was<br />

undertaken for a number <strong>of</strong> small<br />

centres (Small Centre Study) including<br />

Boronia Park. Detailed community<br />

consultation was undertaken with
