The property opposite is presently used as a hotel and a planning proposal<br />

has been submitted for the expansion <strong>of</strong> uses on the site to include a retail<br />

outlet. Whilst a rezoning <strong>of</strong> the land is not supported, the expansion <strong>of</strong> uses on<br />

the three properties to include a medical centre is considered reasonable in<br />

that:<br />

- Part <strong>of</strong> the land is presently being used with Council consent as a doctor’s<br />

surgery<br />

- Development <strong>of</strong> all three sites would result in a better traffic and parking<br />

outcome in that access could be relocated further away from the<br />

intersection <strong>of</strong> Epping and Herring Rds.<br />

Recommended Action<br />

1. Add to Schedule 1 Additional permitted uses<br />

131 & 133 Herring Rd and 208 Epping Road – development for the purposes<br />

<strong>of</strong> a medical centre is permitted with consent.<br />

Issue 3 - 86 Blenheim Rd/12 – 14 Epping Rd<br />

Request the rezoning <strong>of</strong> subject land from R2 to R4 with an increase in planning<br />

controls from height 9.5m to 25m and FSR 0.5:1 to 2.8:1.<br />

The site has an area <strong>of</strong> over 2000sqm and is occupied by dwelling houses. The land<br />

abuts Blenheim Park<br />

The site is located in proximity to North <strong>Ryde</strong> Station and the State Government land,<br />

which are the subject <strong>of</strong> a re – development proposal by the TCA.<br />

Response<br />

The site is considered an island site being surrounded by parkland and located<br />

on Epping Road.<br />

It is recommended that the R2 zone associated planning controls are retained as:<br />

- The site is not contextually associated with Macquarie Park Corridor.<br />

- the surrounding area is zoned R2 and parkland (RE1)<br />

- a high density residential development may have an adverse impact on<br />

Blenheim Park.<br />

- community concerns with the Part 3a development known as Allengrove, which<br />

was recently refused by the Planning Assessment Commission.<br />

Council’s strategic approach is that the increased housing densities be provided<br />

for within our existing centres. Council is to note that CoR can meet the State<br />

Government housing targets through its current planning frameworks.<br />

No amendment to the DLEP is required.<br />

Issue 4 - 142, 144 – 148, 203 – 213 and 215 Cox’s Rd N <strong>Ryde</strong><br />

The submission outlines that Council is considering two master plans for the<br />

redevelopment <strong>of</strong> the Centre and surrounding Council land.<br />

Both master plans involve significant variations to height and FSR proposed in DLEP<br />

2011.<br />
