amenity <strong>of</strong> residents. The street which currently receives through traffic cannot<br />

take 2 way traffic will on street parking. Permitting develop that will increase<br />

traffic flow with adversely affect safety <strong>of</strong> street. Rezoning is inconsistent with<br />

aims <strong>of</strong> LEP.<br />

Response<br />

The Local Planning Study that was adopted by Council on the 7 December<br />

2010 recommended that the subject property be rezoned B4 with a FSR <strong>of</strong><br />

1.5:1 and a height <strong>of</strong> 3 storeys.<br />

<strong>Ryde</strong> LEP (Gladesville Town Centre and Victoria Rd Corridor) 2010 was<br />

gazetted in 2011.A number <strong>of</strong> properties on the periphery <strong>of</strong> the LEP boundary<br />

were not included in the LEP because <strong>of</strong> timing and technical issues. In the<br />

Centres and Corridors Study it was considered appropriate those properties<br />

e.g. 14 – 28 Oxford St should now be included in the Gladesville Town Centre<br />

with zoning and development controls similar to the surrounding land in the<br />

Centre.<br />

Any DA for the subject land would require notification <strong>of</strong> adjoining owners and<br />

traffic and amenity issues would be considered on an individual basis.<br />

No amendment to the DLEP required.<br />

Issue 4 – 44 - 46 – 48 Eltham Street and 2a and 2b Westminster<br />

The submissions request that 2a and 2b Westminster be rezoned from B6 to B4 and<br />

44 – 48 Eltham be rezoned from R2 to B4 as retaining the existing zoning will result<br />

in undue conflict particularly with regard to residences.<br />

The rezoning <strong>of</strong> corner to B4 would be in line with zoning along Monash Rd and<br />

adjacent corner.<br />

The submissions also request an increase in the FSRs and heights for the site<br />

Response<br />

The planning provisions for Gladesville Town Centre and Victoria Road Corridor<br />

were reviewed as part <strong>of</strong> the Local Planning Study. Expansion <strong>of</strong> the B4/B6 zone<br />

into Eltham St was not considered as part <strong>of</strong> the study due to the residential<br />

nature <strong>of</strong> the street and the approach that the non residential use be contained to<br />

Victoria Rd.<br />

The B6 zoning applying to 2a & 2b Westminster is considered appropriate and is<br />

to be retained.<br />

No amendment to the DLEP required.<br />

Issue 5 (Pro forma letters 71)<br />

DLEP 2011 does not meet the community interest in Gladesville in particular<br />

increased height limits along Victoria Rd and surrounding residential streets e.g.<br />

Farm St and Gladesville & Victoria Rd precinct.<br />

New heights <strong>of</strong> 6 and 8 storeys along Victoria Rd and 4 storeys in Farm St will have<br />

adverse impact on local community due to noise, traffic, road safety, and loss <strong>of</strong><br />

privacy, increased pressure on amenities and public transport and loss <strong>of</strong> sunlight.<br />
