Box 10.5 Areas <strong>for</strong> EU support: Recommendations from the Case Studies<br />

Nepal<br />

• Aid: Mobilize 0.7% of GNI as ODA, as this helps<br />

recipient countries in resource pl<strong>an</strong>ning. Adhere<br />

to the Paris, Doha <strong>an</strong>d Bus<strong>an</strong> Declarations.<br />

Allocate 40% of aid to productive sectors such<br />

as agriculture <strong>an</strong>d infrastructure development.<br />

Focus ODA on job creation, including making<br />

use of the skills of returning migr<strong>an</strong>ts.<br />

• Aid <strong>for</strong> Trade: Should be additional, predictable<br />

<strong>an</strong>d needs oriented. Leverage development<br />

assist<strong>an</strong>ce <strong>for</strong> export promotion as well as <strong>for</strong><br />

FDI facilitation from the EU.<br />

• Trade regime: Abolish para-tariff <strong>an</strong>d non-tariff<br />

barriers.<br />

• Migration: Ratify the UN International<br />

Convention on the protection of the rights of<br />

migr<strong>an</strong>ts <strong>an</strong>d their families <strong>an</strong>d encourage other<br />

recipient-countries to do so as well. Support<br />

Nepal in better m<strong>an</strong>aging all dimensions of<br />

migration.<br />

• International support: Help track illicit<br />

international fin<strong>an</strong>cial tr<strong>an</strong>sfers.<br />

Rw<strong>an</strong>da<br />

• Aid: Ensure that 0.7% of GNI is mobilised as<br />

development aid. Con<strong>for</strong>m to the Paris, Doha<br />

<strong>an</strong>d Bus<strong>an</strong> Declarations. Allocate appropriate<br />

amount of aid funding to productive sectors.<br />

• Aid <strong>for</strong> Trade: Encourage <strong>an</strong>d exp<strong>an</strong>d; should<br />

be additional <strong>an</strong>d reliable. Assist capacity<br />

building <strong>for</strong> exporters to ensure they develop<br />

underst<strong>an</strong>ding of <strong>an</strong>d capacity to meet EU<br />

quality-control requirements <strong>for</strong> exporting<br />

processed food products <strong>an</strong>d packaging.<br />

• Trade regime: Ensure Market Access Agreement<br />

with EAC is concluded as rapidly as possible.<br />

• International support: Support pursuit of<br />

national poverty reduction strategy.<br />

Côte d’Ivoire<br />

• Aid: Support <strong>for</strong> preparing subsequent<br />

achievement of <strong>an</strong>y MDGs not reached by <strong>2015</strong>.<br />

Support <strong>for</strong> strengthening public expenditure<br />

fin<strong>an</strong>cial m<strong>an</strong>agement.<br />

• Trade regime: Avoid disrupting unity of the<br />

ECOWAS regional bloc of states through the<br />

EPA negotiations. Reflect on how to best deal<br />

with the different levels of preferences <strong>an</strong>d access<br />

regimes between LDCs <strong>an</strong>d other developing<br />

countries.<br />

• Investment: Promote private-sector<br />

investments, <strong>an</strong>d growth with job creation.<br />

Contribute to strengthening the private sector<br />

<strong>an</strong>d entrepreneurship through supporting<br />

capacity building in the areas of st<strong>an</strong>dardization<br />

<strong>an</strong>d quality control. Facilitate in<strong>for</strong>mation<br />

access <strong>an</strong>d increase awareness on national <strong>an</strong>d<br />

international tender processes.<br />

• Good govern<strong>an</strong>ce: Support <strong>for</strong> the establishment<br />

of the high court <strong>an</strong>d the court of auditors.<br />

• International support: Strengthen cooperation<br />

with Côte d’Ivoire on monitoring illicit funds.<br />

Support capacity building in the area of customs<br />

services <strong>an</strong>d tax. Support <strong>for</strong> monitoring<br />

migration of military or paramilitary origin<br />

Peru<br />

• Cooperation: Shift the axis of cooperation away<br />

from support <strong>for</strong> basic development, towards the<br />

promotion of broader <strong>an</strong>d fuller objectives.<br />

• Knowledge sharing: Assist Peru in dealing with<br />

the most import<strong>an</strong>t future major challenges:<br />

institutional development <strong>an</strong>d democratic<br />

govern<strong>an</strong>ce, provision of high-quality services<br />

to the public <strong>an</strong>d reduction of structural<br />

inequalities. Europe is <strong>an</strong> import<strong>an</strong>t source of<br />

ideas, technical <strong>an</strong>d political expertise, as well<br />

as fin<strong>an</strong>cial aid <strong>for</strong> Peru.<br />

• Capacity building: Strengthen the government<br />

capacity to m<strong>an</strong>age natural resources, deliver<br />

public services effectively <strong>an</strong>d encourage<br />

redistribution. Technical cooperation <strong>for</strong><br />

institutional strengthening to deliver public<br />

services (education, health, security <strong>an</strong>d justice).<br />

The EU c<strong>an</strong> make a distinct contribution in<br />

these areas, as Peru does not find appropriate<br />

support <strong>an</strong>d cooperation in most of them from<br />

m<strong>an</strong>y of its other development partners.<br />
