to play a more progressive role in the post-<br />

<strong>2015</strong> era the Eu c<strong>an</strong> certainly build on its oDa<br />

per<strong>for</strong>m<strong>an</strong>ce <strong>an</strong>d apply lessons learned in aid<br />

effectiveness to other development-relev<strong>an</strong>t<br />

contributions. above all it should further strengthen<br />

the development-friendliness of its own policies<br />

other th<strong>an</strong> development cooperation in a way that<br />

also promotes the Eu’s own long-term values <strong>an</strong>d<br />

interests. moreover, the Eu could make <strong>an</strong> import<strong>an</strong>t<br />

contribution in promoting the establishment or<br />

consolidation of international regimes in support<br />

of GpGs, most immediately in the area of climate.<br />

Finally, it will be vital to m<strong>an</strong>age expectations<br />

of other countries regarding how, on the basis of<br />

the available research evidence, the Eu <strong>an</strong>d other<br />

developed countries could best support ef<strong>for</strong>ts to<br />

realise the vision of the millennium Declaration.<br />

Main message 10: Over <strong>an</strong>d above its ODA<br />

ef<strong>for</strong>t, the EU’s contribution post <strong>2015</strong> should<br />

also be assessed on its ability to promote PCD<br />

<strong>an</strong>d conducive international regimes.<br />

the Eu’s most valuable contribution to a new global<br />

framework <strong>for</strong> development will be in a r<strong>an</strong>ge of<br />

policies beyond development cooperation (e.g. in<br />

trade, migration, pcD, knowledge sharing, climate<br />

ch<strong>an</strong>ge, promoting global collective action, <strong>an</strong>d<br />

contributing to the establishment of development<br />

friendly international regimes) while still maintaining<br />

<strong>an</strong>d improving its development cooperation. In<br />

particular the Eu should adopt internal policies that<br />

support inclusive <strong>an</strong>d sustainable development at the<br />

global level.<br />

through on proposed measures to improve<br />

report’s findings suggest a number of specific<br />

actions that c<strong>an</strong> be grouped under each of them.<br />

these are outlined in box 10.6 below.<br />

It is clear that the negotiations on a new global<br />

framework will be difficult. It is there<strong>for</strong>e also<br />

import<strong>an</strong>t to consider not just what is needed in<br />

terms of promoting inclusive <strong>an</strong>d sustainable<br />

development, but also what would attract the<br />

support of the main negotiating powers.<br />

Demonstrating a willingness to look at goals that<br />

would apply to Europe <strong>an</strong>d that could be monitored<br />

<strong>an</strong>d measured would greatly strengthen the Eu’s<br />

credibility in this debate. So the Eu may wish to<br />

consider pursuing a framework that is truly global<br />

with a r<strong>an</strong>ge of different goals so that all nations,<br />

not just the poorest, are challenged. Such a set of<br />

global goals would be entirely in keeping with<br />

the un millennium Declaration <strong>an</strong>d a clear step<br />

‘beyond the mDGs’.<br />

not least because of its support <strong>for</strong> the mDGs, the<br />

Eu will be <strong>an</strong> import<strong>an</strong>t player in negotiations on a<br />

post-<strong>2015</strong> global development framework <strong>an</strong>d m<strong>an</strong>y<br />

other nations will expect it to make a constructive<br />

contribution. updating <strong>an</strong>d strengthening the<br />

mDG8 ‘global partnership on development’ will be<br />

a crucial element of the debate <strong>an</strong>d one on which<br />

the Eu’s views will be watched particularly closely.
