determine how<br />

these will be used<br />

in each case.<br />

• Since aid ch<strong>an</strong>nels multiply <strong>an</strong>d tr<strong>an</strong>saction<br />

costs <strong>for</strong> aid-recipient countries tend to increase,<br />

donors must facilitate <strong>an</strong>d cooperate with the<br />

most import<strong>an</strong>t partners on interpreting <strong>an</strong>d<br />

tr<strong>an</strong>slating the internationally agreed principles<br />

of aid effectiveness in relation to the specific<br />

requirements <strong>an</strong>d potential of the country<br />

in question.<br />

• This is the more urgent as innovative sources of<br />

fin<strong>an</strong>cing <strong>an</strong>d funds <strong>for</strong> new global challenges<br />

(climate ch<strong>an</strong>ge, etc.) will need to be <strong>an</strong>chored<br />

in stronger institutional capabilities – including<br />

strengthened accountability – in developing<br />

countries.<br />

more specifically <strong>for</strong> the Eu, its unique characteristics<br />

<strong>an</strong>d its access to multiple stakeholders at a<br />

r<strong>an</strong>ge of govern<strong>an</strong>ce levels (from the global to the<br />

local) <strong>an</strong>d in various policy domains, me<strong>an</strong> that, in<br />

addition to the above, it is well placed to:<br />

• Support, facilitate <strong>an</strong>d show leadership in donor<br />

coordination <strong>an</strong>d harmonisation at the country<br />

level in collaboration with country partners.<br />

• Help, especially in fragile environments, design<br />

conflict-sensitive donor responses that involve<br />

oDa combined with other areas <strong>for</strong> intervention<br />

such as trade, targeted s<strong>an</strong>ctions against<br />

elite representatives, seizure of assets, global<br />

<strong>an</strong>d regional action against tax evasion, etc.<br />

• Promote among external actors enh<strong>an</strong>ced<br />

knowledge m<strong>an</strong>agement on specific country<br />

situations, by using improved diagnostic tools,<br />

integrating ideas <strong>an</strong>d lessons learnt, <strong>an</strong>d <strong>for</strong>mulating<br />

more case specific approaches to promote<br />

aid effectiveness.<br />

• Be a key actor at the international level in promoting<br />

global collective action in support of<br />

global public goods. Given the proliferation of<br />

sources of (development) fin<strong>an</strong>ce – but also rents<br />

EuropE<strong>an</strong> rEport on DEvElopmEnt 2013<br />

– as well as fragmentation, two priority areas<br />

<strong>for</strong> Eu action are likely to be in strengthening<br />

tr<strong>an</strong>sparency <strong>an</strong>d improving global fin<strong>an</strong>cial<br />

govern<strong>an</strong>ce.<br />

above all, however, this chapter has demonstrated<br />

the vital import<strong>an</strong>ce <strong>for</strong> the post-<strong>2015</strong> framework<br />

to be sufficiently flexible to cope with the huge<br />

diversity of country situations <strong>an</strong>d development<br />

trajectories that it will need to contend with, if it is<br />

to be a useful guiding tool <strong>for</strong> a r<strong>an</strong>ge of development<br />

partners. the case studies demonstrate that<br />

<strong>an</strong> international framework such as the mDGs c<strong>an</strong><br />

be useful in a variety of ways to developing country<br />

actors <strong>an</strong>d international partners alike. Yet ultimately,<br />

who will take up development challenges<br />

<strong>an</strong>d how, will depend on the domestic political<br />

economy <strong>an</strong>d how such domestic actors <strong>an</strong>d factors<br />

interact with regional <strong>an</strong>d global ones. So, while a<br />

post-<strong>2015</strong> framework c<strong>an</strong> provide the setting <strong>for</strong><br />

developing global <strong>an</strong>d other partnerships in support<br />

of national development, it c<strong>an</strong>not determine<br />

how these will be used in each case. at the country<br />

level the framework will in effect become integrated<br />

into the domestic political economy as one of the<br />

instruments that local actors may use to adv<strong>an</strong>ce<br />

their objectives <strong>an</strong>d as a plat<strong>for</strong>m <strong>for</strong> negotiation<br />

<strong>an</strong>d agreements between them <strong>an</strong>d external actors.<br />

Domestic political will, good govern<strong>an</strong>ce <strong>an</strong>d<br />

adequate capabilities are clearly key <strong>an</strong>d c<strong>an</strong>not be<br />

taken <strong>for</strong> gr<strong>an</strong>ted. Yet, as this chapter has also shown,<br />

external actors, international regimes <strong>an</strong>d flows of<br />

fin<strong>an</strong>cial resources, trade <strong>an</strong>d labour migration do<br />

have import<strong>an</strong>t impacts on local processes <strong>an</strong>d c<strong>an</strong><br />

be built on in different ways by local actors. there<strong>for</strong>e,<br />

the design of a post-<strong>2015</strong> framework should not<br />

merely focus on development cooperation as a conduit<br />

to support domestic development processes, but<br />

also include these other factors.<br />

thus, while the impact of a global framework<br />

on the domestic political economy should not be<br />

exaggerated, it is often import<strong>an</strong>t, <strong>an</strong>d helping to
