• The principle of Policy Coherence <strong>for</strong><br />

Development should be a core working<br />

approach of a new framework.<br />

• The import<strong>an</strong>ce of instruments other<br />

th<strong>an</strong> development cooperation should<br />

be recognised <strong>an</strong>d where possible<br />

specified with goals <strong>an</strong>d targets.<br />

• International development partners should<br />

support governments in their ef<strong>for</strong>ts to raise<br />

domestic resources.<br />

• Donor countries should improve the level <strong>an</strong>d the<br />

effectiveness of their development assist<strong>an</strong>ce.<br />

• Mech<strong>an</strong>isms should be established to enh<strong>an</strong>ce<br />

the tr<strong>an</strong>sparency of all international development<br />

fin<strong>an</strong>ce to improve its deployment.<br />

• Greater international collective action is<br />

needed to realise the vision set out in<br />

the Millennium Declaration. Specific<br />

areas in which there is <strong>an</strong> urgent need<br />

to establish or improve international<br />

regimes include trade, fin<strong>an</strong>cial<br />

regulation, migration <strong>an</strong>d climate<br />

ch<strong>an</strong>ge.<br />

• The international community should establish<br />

<strong>an</strong>d observe complementary agreements <strong>an</strong>d<br />

regimes to tackle interrelated global<br />

challenges that affect development.<br />

• It should explore the possibility of a mixed<br />

design <strong>for</strong> the post-<strong>2015</strong> framework, which<br />

combines both targets (global <strong>an</strong>d national)<br />

<strong>an</strong>d principles.<br />

• Strengthen trade <strong>an</strong>d investment <strong>an</strong>d labour migration policies’<br />

development-friendliness <strong>an</strong>d enh<strong>an</strong>ce tr<strong>an</strong>sparency measures.<br />

• Meet EU commitments on levels <strong>an</strong>d effectiveness of ODA, <strong>an</strong>d<br />

strengthen other fin<strong>an</strong>cial contributions.<br />

• Seek <strong>an</strong> EU position to participate in post-<strong>2015</strong> debates.<br />

• Advocate <strong>for</strong> a framework that builds on the<br />

Millennium Declaration <strong>an</strong>d the MDGs toward<br />

<strong>an</strong> inclusive <strong>an</strong>d sustainable development vision.<br />
