Medical and psycho-social support of Crisis<br />
Management operations are vital. Stress<br />
and traumata of victims, eye witnesses and<br />
the response forces itself have a strong<br />
impact on the dimension and magnitude<br />
of a crisis. Eff ective intervention strategies<br />
and related support should be developed<br />
respectively existing approaches<br />
consequently enhanced.<br />

Stress and Traumata help for victims,<br />
intervention forces and volunteers<br />
Medical emergency provisions<br />
Support for displaced persons,<br />
refugees registration and processing<br />

Research and innovation shall<br />
investigate and improve the ability<br />
of all actors to fl exibly cooperate<br />
with multiple organisations in order<br />
to cope with fast developing and<br />
changing crisis situations (multidimensional,<br />
multi-national, multiagency,<br />
spacious or remote, etc.), and<br />
to identify and develop cross-cultural<br />
needs capabilities (e.g. overcoming<br />
language barriers) for crisis managers.<br />
Core area is communications<br />
technology.<br />
Research and innovation shall relate<br />
to the understanding and exploiting<br />
of new forms of addressing public<br />
by Crisis Management actors in<br />
order to cope with the fast spread<br />
of information during a crisis to the<br />
public (e.g. via all forms of media),<br />
and of addressing the media for the<br />
benefi t of crises containment and<br />
overcoming.<br />
Research and innovation should<br />
focus in this area on how to improve<br />
the ability to manage existing<br />
capabilities and (physical) resources<br />
in an optimal way to eff ectively<br />
handle crises, i.e. sharing resources<br />
among diff erent Crisis Management<br />
actors at local, multi-regional, multinational<br />
level and thus facilitating<br />
joint resource allocation.<br />
Research should identify optimum<br />
deployment scenarios of medical and<br />
psycho-social intervention forces.<br />
Tools and methods of intervention<br />
should be improved.
