depicted in Figure 2, which is derived from the NATO Networked Enabled Capability (NEC) roadmap. The three layers can<br />

be linked to the three levels of SA. The roadmap distinguishes four phases. The phase transition between deconfl ict and<br />

coordinate mainly concerns improving interoperability while the phase transition between coordinate and collaborate<br />

concerns going from centralised to decentralized control. In the fi nal phase the whole system organisation can adapt itself<br />

to the common goal.<br />

Based on this framework challenges and future needs are addressed for the diff erent application domains.<br />

Table 3 below addresses identifi ed challenges for information integration and management.<br />
