6. Confidentiality<br />

<strong>ESRIF</strong> members, rapporteurs, sherpas, or any kind of <strong>ESRIF</strong> contributors, called hereafter <strong>ESRIF</strong> contributors<br />

should respect the following confidentiality rules:<br />

<strong>ESRIF</strong> contributors agree not to disclose any information that is presented, discussed or made accessible during<br />

their participation in <strong>ESRIF</strong> to any person or legal entity other than another <strong>ESRIF</strong> contributor.<br />

<strong>ESRIF</strong> contributors also agree that any information of which they may become aware of, or obtain, as a result of<br />

this access, will be considered as private and sensitive2 . Accordingly, <strong>ESRIF</strong> contributors undertake not to<br />

appropriate any such information for their own use or to release or disclose it unless specifically authorised to do<br />

so by the owners of such information.<br />

This provision shall remain in force for two years either from cessation of <strong>ESRIF</strong> membership/<strong>ESRIF</strong> contribution<br />

period or from the date upon which the <strong>ESRIF</strong> contributors shall last have access to such information. <strong>ESRIF</strong><br />

contributors shall have a continuing obligation after the <strong>ESRIF</strong> contribution period has terminated not to<br />

disclose any sensitive or proprietary information3 to any unauthorised person or legal entity.<br />

7. <strong>ESRIF</strong> Working Groups<br />

Structure, number, duration and mandate of <strong>ESRIF</strong> working groups and their leaders and rapporteurs are<br />

determined by <strong>ESRIF</strong> plenary as required. Contributors are nominated and invited by <strong>ESRIF</strong> members. The<br />

working group leaders have to be <strong>ESRIF</strong> members Rapporteurs can be members or additional contributors.<br />

The following structure was chosen for the working groups.<br />

1. ‘Security of the Citizen’ primarily aims primarily to protect the citizen against terrorism and organised crime.<br />

2. ‘Security of critical infrastructures’ aims to protect critical infrastructures and utilities.<br />

3. ‘Border security’ addresses the control of air land and sea borders in the context of integrated border<br />

management.<br />

4. ‘Crisis management’ will look at the preparedness to react to catastrophic incidents.<br />

5. ‘Foresight and scenarios‘ is relevant for and will give input to all the political mission areas. In addition, this<br />

group will address also the need for research in support of foresight.<br />

6. ‘CBRNE’ will address technologies and methods to detect chemical, biological, radiological, nuclear<br />

substances and explosives.<br />

Working groups 7, 8 and 9 will coordinate with other mission area groups, in particular groups 1,2,3 and 4<br />

7. Group 7 will deal with ‘Situation awareness & the role of space’<br />

8. Group 8 will look at ‘Identification (incl. tracking) of people and assets’.<br />

9. ‘Innovation issues’ will address the Security Industrial and Technological Base, the <strong>European</strong> Security<br />

Equipment Market and interoperability and regulatory measures.<br />

10 ‘Governance and coordination’ will look at security policy making and implementation of security research<br />

at EU and national levels.<br />

11. ‘Socio-economic and ethical issues’ will address human and societal aspects of Security<br />

processes; and know-how that have been clearly identified and properly marked by the company as "proprietary information," trade<br />

secrets, or company confidential information.<br />
