3. Structure<br />

<strong>ESRIF</strong> comprises:<br />

A single plenary with balanced representation of all stakeholders that are relevant for security research and<br />

innovation, both from the public and private sectors;<br />

a number of working groups that are defined by <strong>ESRIF</strong>;<br />

and an integration team/steering group which will support the operations of <strong>ESRIF</strong>. It will consist of: the<br />

chair, two vice chairs and the leaders of the working groups.<br />

4. Membership<br />

4.1 The notion “<strong>ESRIF</strong> Membership”<br />

“<strong>ESRIF</strong> membership” refers to the members of the <strong>ESRIF</strong> plenary (only), who are supposed to contribute to the<br />

work of <strong>ESRIF</strong> in the plenary as well as in working groups. Other contributors at working group level are not<br />

“members”.<br />

Membership is ad personam.<br />

4.2 Stakeholder representation / Composition of <strong>ESRIF</strong><br />

To ensure both satisfactory representation of all stakeholder groups and operability, the target size of <strong>ESRIF</strong> is<br />

50-70 members. It brings together representatives of the relevant stakeholder groups from:<br />

The security technology / solution demand side<br />

Authorities and end users in charge of civil security from the 27 EU Member States as well as from the<br />

FP7 Associated Countries;<br />

The security technology / solution supply side<br />

Representatives of industry, research establishments and academia with a particular security profile;<br />

Civil society representatives<br />

Think-tanks, civil liberty organisations and other relevant experts;<br />

The <strong>European</strong> representatives<br />

Observers from the <strong>European</strong> Parliament (EP) from relevant EP committees;<br />

<strong>European</strong> agencies and comparable organisations in the security and / or security research domain,<br />

such as EDA, EUROPOL, FRONTEX;<br />

the <strong>European</strong> <strong>Commission</strong>, in particular its Directorates General concerned with security and/or security<br />

research issues.<br />

5. Chairperson(s)<br />

5.1 Election<br />

A Chairperson and two Vice Chairpersons of <strong>ESRIF</strong> (i.e. <strong>ESRIF</strong> plenary) are elected in the constitution phase of<br />

<strong>ESRIF</strong>.<br />

Leaders of the working groups are determined by <strong>ESRIF</strong> plenary as required.<br />

Priority will be given to representatives of the demand side.<br />

5.2 Roles<br />

Tasks of the chairperson (can be shared with deputies): Overall guidance and coordination of <strong>ESRIF</strong> and its<br />

working groups; invitation, draft agenda, chairing and draft minutes of the <strong>ESRIF</strong> plenary meetings; representing<br />

<strong>ESRIF</strong> to the outside world.<br />

Tasks of the working group leaders (can be shared with rapporteurs): Overall guidance and coordination of the<br />

working group; invitation, draft agenda, chairing and draft minutes of the working group meetings;<br />

representing the working group in the <strong>ESRIF</strong> plenary.<br />
