discordant legislation aff ects competition across Europe which, in turn, directly impedes competitiveness and innovation. Addressing<br />

these discordances in a co-ordinated way would enable industry –large companies and SMEs – to better evaluate their business<br />

cases regarding the future market opportunities and their own private R&D potential, thus catalysing dormant R&D assets.<br />

4.3 Operating ESRIA<br />

4.3.1 Funding the implementation of the ESRIA<br />

Funding the implementation of ESRIA should continue and increase, as appropriate in keeping with the overarching goals<br />

of making Europe a more secure place. Therefore security research and innovation programmes should provide Europe with<br />

a high level of knowledge. Europe needs to benchmark itself in terms of security spending and determine an appropriate<br />

budgeting mechanism in line with its goals.<br />

<strong>ESRIF</strong> also considers that systematic capability planning for better and more targeted investment is an ongoing priority, and<br />

that this capability planning should be linked with other entities vested with promoting and developing security.<br />

4.3.2 Managing the Implementation of ESRIA<br />

<strong>ESRIF</strong> has agreed that a formal implementation process is required if ESRIA is to provide the foundation for security research<br />

and innovation in Europe. <strong>ESRIF</strong> is not in the position to interfere with political decisions, such as proposing a concrete body<br />

to be set up. This should be the task for the post-<strong>ESRIF</strong> period. However some criteria are listed up in the following that might<br />

be of help:<br />

Ensure stakeholder (e.g., end user, supplier and civil society) representation and engagement<br />

Monitor coherence between all actors involved in security research<br />

Maintain structured dialogue with Europe’s technological and industrial base<br />

Build on existing co ordination activities (regional, national or inter governmental) in areas, such as crisis management<br />

Monitor coherence in implementation between capabilities and R&T work<br />

Assess good and adequate use of <strong>European</strong> subventions, as well as reasonable balance between public funding and own<br />

investments from the industrial sector<br />

Review ESRIA at regular intervals regarding benchmarked forecasts provided by security experts<br />

Maintain a holistic and comprehensive perspective that includes root cause analysis, international engagement and the<br />

societal dimension<br />

4.4 Conclusion<br />

Ultimately, <strong>ESRIF</strong> considers that the development and implementation of a strategic plan for security research and innovation<br />

–together with an appropriate review mechanism – should produce a more coherent, organised and permanently functioning<br />

system for delivering security to Europe’s citizens. <strong>ESRIF</strong> has developed ESRIA in the context of key messages but recognises<br />

that to achieve its goals, follow up implementing procedures are compulsory.<br />
