EXECUTIVE SUMMARY<br />
A new agenda for national public officials<br />
Recognition of the relevance of local policies to make culture a lever for development<br />
does not mean that the role of national or regional policies can be disregarded.<br />
The contribution of national policies is not always recognised. Frequently, national<br />
initiatives are criticised because they can lead to an explosive combination of<br />
bureaucracy <strong>and</strong> protectionism. While one cannot ignore the risk of bureaucratising<br />
culture through centralised government intervention, neither can one ignore the<br />
existence <strong>and</strong> use values that culture generates to the benefit of territorial development.<br />
And yet national policies can contribute to making culture’s role in local development<br />
more effective:<br />
• By ensuring that national administrations underst<strong>and</strong> <strong>and</strong>, depending on their<br />
role, take responsibility for such objectives (education systems can impart a<br />
project culture; judicial services can look out for entries of fakes <strong>and</strong> counterfeit<br />
products; real estate legislation should factor in the possibility for craft enterprises<br />
to be able to remain in business under reasonable conditions in traditional<br />
neighbourhoods, etc.);<br />
• By fostering an environment conducive to culture’s local contributions: support<br />
for maintaining systems of artistic training; recognition, classification <strong>and</strong><br />
protection of heritage resources; support for the preservation of certain<br />
professions <strong>and</strong> the transmission of knowledge; anti-forgery campaigns, <strong>and</strong> so<br />
on;<br />
• By providing the decentralised decision-making framework that will enable local<br />
players to engage in useful dialogue with each other <strong>and</strong> with their counterparts<br />
in central government;<br />
• By developing incentives using contracts, funding contributions <strong>and</strong> so on.<br />
