Chapter 1<br />

Using a territory’s culture to promote<br />

local development<br />

This chapter highlights how culture can affect the behaviour of players in a<br />

given territory. It begins with a broad definition of culture which encompasses<br />

the full range of values, norms <strong>and</strong> benchmarks that can shape the behaviour of<br />

individuals or communities. It then examines the three ways in which a territory’s<br />

culture can contribute to its development. The first looks at whether or not the<br />

players engage in co-operative <strong>and</strong> organisational behaviour to exchange<br />

information, analyse problems <strong>and</strong> forge consensus. The second contribution<br />

involves the players’ attitudes towards the creation of projects <strong>and</strong> activities, raising<br />

the problem of the territory’s prevailing entrepreneurial culture <strong>and</strong> ways of<br />

altering it in a way that could foster development. The last one involves culture’s<br />

role in integrating persons or communities that are excluded or marginalised, <strong>and</strong><br />

it spotlights the many mechanisms through which cultural <strong>and</strong> artistic activities<br />

can in fact contribute to this.<br />
