2. LOCAL DEVELOPMENT BASED ON ATTRACTING VISITORS AND TOURISTS<br />

(CNBDI) was established in 1990 to prolong the festival’s activities <strong>and</strong> to develop<br />

the skills needed to nourish the growth <strong>and</strong> development of new businesses.<br />

The CNBDI sponsors creative activities <strong>and</strong> communication in three forms of artistic<br />

expression: the comic strip, digital imaging, <strong>and</strong> multimedia production. The Centre<br />

has several distinct elements: a museum, the first of its kind in France 55 , a library,<br />

a digital imaging laboratory, <strong>and</strong> a multimedia production support centre. The<br />

Centre as a whole employs 200 people directly 56 . In addition, a highly original<br />

technical school, the Lycée de l’Image et du Son d’Angoulême (LISA), has been founded<br />

<strong>and</strong> is successfully attracting young people into these new trades.<br />

• Another Angoulême event, the Festival des Musiques Métisses (« crossover music »),<br />

also demonstrates the value of tacking a temporary event onto permanent<br />

activities, although in this case, the interest was more social than economic.<br />

This Festival, which will celebrate its 30th anniversary in 2005, attracts some<br />

100,000 spectators (or the equivalent of the town’s population) over a period<br />

of three days.. From the outset, its organisers insisted that its impact should<br />

not be limited to the three days of the event itself, but that it should inspire<br />

local cultural activities throughout the year, targeted especially at disadvantaged<br />

neighbourhoods whose inhabitants were often left out. Percussion, dance <strong>and</strong><br />

writing workshops are now being sponsored throughout the year by some 30<br />

associations mobilising 800 volunteers around the theme of each year’s festival.<br />

These associations also carry on other activities (restaurants, clothing production,<br />

toy repair, etc.) to meet needs that must be satisfied during the festival as well.<br />

• Another illustration can be found in the Printemps de Bourges (“Bourges Springtime”)<br />

(CEFRAC, 1996). Established in April 1977, it has become a major musical event.<br />

In 1995, it had a budget of 27.2 million francs (nearly three times its 1985 level),<br />

35% of which represented public subsidies from the city of Bourges, the <strong>Culture</strong><br />

Ministry, <strong>and</strong> regional governments, 50% came from its own revenues, <strong>and</strong> 15%<br />

from sponsoring. 800 people worked to prepare <strong>and</strong> run the festival: seven fulltime<br />

employees, 32 seasonal administration workers, <strong>and</strong> 182 seasonal technical<br />

<strong>and</strong> reception workers. Apart from this direct employment, there were many<br />

jobs related indirectly to the creation or development of firms providing<br />

services to the festival: Coulisses (a technical services firm, turnover of 3.75 million<br />

francs in 1995), Argos (a consulting firm specialised in fundraising <strong>and</strong> sponsorship),<br />

Incidences (communications firm), Bodo <strong>and</strong> Opus 64 (press services), Printemps<br />

Images (audiovisual production), Réseau Printemps (a talent-scouting organisation<br />

that seeks out young artists in France <strong>and</strong> abroad), Tam-Tam (an association<br />

that sponsors an international market for music professionals), Germinal (an<br />

association that runs the performance hall during the year), CEMEA (reception<br />

<strong>and</strong> accommodation services for young people). Finally, several small <strong>and</strong><br />

medium-sized firms engaged in audiovisual production <strong>and</strong> the new technologies<br />

have been created within a radius of 100 km around Bourges, <strong>and</strong> they are closely<br />
