Irel<strong>and</strong><br />

<strong>export</strong> licences as part <strong>of</strong> <strong>the</strong> work <strong>of</strong> <strong>the</strong><br />

Cultural Institutions Division.<br />

All licences for <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> <strong>to</strong><br />

countries outside <strong>the</strong> EU are issued under<br />

European Community legislation (Council<br />

Regulation 3911/92). The EU <strong>export</strong> licences<br />

are issued by <strong>the</strong> Department <strong>of</strong> Arts,<br />

Sport <strong>and</strong> Tourism.<br />

Under <strong>the</strong> Documents <strong>and</strong> Pictures (Regulation<br />

<strong>of</strong> Export) Act 1945, licences are also<br />

issued by o<strong>the</strong>r bodies in Irel<strong>and</strong> on behalf<br />

<strong>of</strong> <strong>the</strong> Department: <strong>the</strong> National Library,<br />

National Museum, National Gallery <strong>and</strong> <strong>the</strong><br />

Irish Museum <strong>of</strong> Modern Art.<br />

Do I need an <strong>export</strong> licence?<br />

If you are <strong>export</strong>ing <strong>cultural</strong> <strong>goods</strong> from Irel<strong>and</strong><br />

<strong>to</strong> <strong>Russia</strong>, or any o<strong>the</strong>r country outside<br />

<strong>the</strong> European Union, you will need an <strong>export</strong><br />

licence if <strong>the</strong> <strong>goods</strong> are covered by <strong>the</strong> European<br />

Community legislation. Certain categories<br />

<strong>of</strong> <strong>goods</strong>, according <strong>to</strong> age <strong>and</strong> value<br />

thresholds, must have an EU <strong>export</strong> licence.<br />

Are <strong>the</strong>re different types <strong>of</strong> licence? What<br />

type <strong>of</strong> licence do I need?<br />

For <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> from Irel<strong>and</strong><br />

<strong>to</strong> <strong>Russia</strong>, you need an EU <strong>export</strong> licence<br />

which is delivered by <strong>the</strong> Department <strong>of</strong><br />

Arts, Sport <strong>and</strong> Tourism.<br />

If <strong>the</strong> <strong>goods</strong> are also covered by <strong>the</strong> National<br />

Cultural Institutions Act 1997 (this<br />

lists certain categories <strong>of</strong> <strong>goods</strong>, according<br />

<strong>to</strong> age <strong>and</strong> value in Section 49), <strong>the</strong> Department<br />

will check whe<strong>the</strong>r <strong>the</strong> <strong>goods</strong> are an<br />

object <strong>of</strong> national <strong>import</strong>ance.<br />

It should be noted that <strong>the</strong> types <strong>of</strong> <strong>cultural</strong><br />

<strong>goods</strong>, age <strong>and</strong> value thresholds listed in <strong>the</strong>
