<strong>of</strong> <strong>the</strong> cus<strong>to</strong>ms control <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>:<br />

Do I need an <strong>export</strong> licence?<br />

You need an <strong>export</strong> licence if you are <strong>export</strong>ing<br />

objects that are <strong>cultural</strong> <strong>goods</strong> as<br />

described in <strong>the</strong> EU legislation (see Chapter<br />

2) <strong>and</strong>/or <strong>of</strong> Slovenian Law (namely, <strong>the</strong> Cultural<br />

Heritage Protection Act <strong>and</strong> <strong>the</strong> Rules<br />

on Identifying Cultural Heritage Objects).<br />

Slovenian Law has a list <strong>of</strong> categories <strong>of</strong><br />

objects that, depending on <strong>the</strong>ir age <strong>and</strong>/or<br />

value, are considered as <strong>cultural</strong> <strong>goods</strong> <strong>and</strong><br />

<strong>the</strong>refore need an <strong>export</strong> licence.<br />

Are <strong>the</strong>re different types <strong>of</strong> licence? What<br />

type <strong>of</strong> licence do I need?<br />

Yes. The Rules on Procedure for Issuing<br />

Export <strong>and</strong> Transfer Licences for Objects<br />

<strong>of</strong> Cultural Heritage identify <strong>the</strong> following<br />

types <strong>of</strong> licence:<br />

• St<strong>and</strong>ard <strong>export</strong> licence<br />

• Specific open <strong>export</strong> licence<br />

• General open <strong>export</strong> licence<br />

• St<strong>and</strong>ard transfer licence<br />

• Specific open transfer licence<br />

• General open transfer licence<br />

exhibition <strong>of</strong> his work <strong>to</strong>ok place in <strong>the</strong> State<br />

The transfer licences are only applicable<br />

for <strong>export</strong> <strong>to</strong> o<strong>the</strong>r EU countries. Therefore<br />

<strong>the</strong>y are not required for <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong><br />

<strong>goods</strong> from Slovenia <strong>to</strong> <strong>Russia</strong>. For<br />

this situation, <strong>export</strong> licences are required.<br />

The st<strong>and</strong>ard <strong>export</strong> licence is issued for<br />

<strong>the</strong> temporary or permanent <strong>export</strong> for a<br />

single object or a group <strong>of</strong> objects.<br />
