Are <strong>the</strong>re any special <strong>export</strong> restrictions on certain objects or o<strong>the</strong>r considerations I should<br />

know about?<br />

The Act on Restrictions <strong>to</strong> <strong>the</strong> Export <strong>of</strong> Cultural Objects (115/1999) applies <strong>to</strong> <strong>cultural</strong><br />

objects produced in Finl<strong>and</strong> or <strong>to</strong> <strong>cultural</strong> objects produced abroad which have been in<br />

Finl<strong>and</strong> for at least 50 years during <strong>the</strong> last 100 years. However, if an object produced<br />

abroad has special value from <strong>the</strong> point <strong>of</strong> view <strong>of</strong> Finl<strong>and</strong>’s national his<strong>to</strong>ry, <strong>the</strong> Act is<br />

applied <strong>to</strong> <strong>the</strong> object however long it has been in Finl<strong>and</strong>.<br />

What are <strong>the</strong> requirements if I want <strong>to</strong> <strong>import</strong> <strong>cultural</strong> <strong>goods</strong> in<strong>to</strong> Finl<strong>and</strong> from <strong>Russia</strong>?<br />

On <strong>import</strong>, <strong>goods</strong> brought in<strong>to</strong> <strong>the</strong> cus<strong>to</strong>ms terri<strong>to</strong>ry must be assigned <strong>to</strong> a cus<strong>to</strong>ms approved<br />

treatment or use. A cus<strong>to</strong>ms declaration should be made in writing, on a Single<br />

Administrative Document (SAD) <strong>to</strong>ge<strong>the</strong>r with commercial or administrative document.<br />

The Cus<strong>to</strong>ms Authority will, ei<strong>the</strong>r on its own initiative or on request by <strong>the</strong> Cus<strong>to</strong>ms Authority<br />

<strong>of</strong> <strong>the</strong> o<strong>the</strong>r Contracting Party, maintain special surveillance over movements <strong>of</strong><br />

<strong>goods</strong> which are known or suspected <strong>to</strong> give rise <strong>to</strong> substantial illicit traffic in<strong>to</strong> or from<br />

<strong>the</strong> terri<strong>to</strong>ry <strong>of</strong> <strong>the</strong> o<strong>the</strong>r Contracting Party.<br />

The Finnish-<strong>Russia</strong>n Agreement in cus<strong>to</strong>ms matters (1994) establishes that <strong>the</strong> Cus<strong>to</strong>ms<br />

Authorities shall, on <strong>the</strong>ir own initiative or upon request <strong>and</strong> without delay, supply <strong>to</strong> each<br />

o<strong>the</strong>r all relevant information on activities which constitute or appear <strong>to</strong> constitute an <strong>of</strong>fence<br />

against <strong>the</strong> cus<strong>to</strong>ms laws in force in <strong>the</strong> terri<strong>to</strong>ry <strong>of</strong> one <strong>of</strong> <strong>the</strong> Contracting Parties<br />

in <strong>the</strong> field <strong>of</strong> movement <strong>of</strong> objects <strong>of</strong> art <strong>and</strong> antiquity which are <strong>of</strong> significant his<strong>to</strong>rical,<br />

<strong>cultural</strong> or archaeological value <strong>of</strong> one <strong>of</strong> <strong>the</strong> Contracting Parties.<br />
