INTERNATIONAL<br />
European Community legislation is applicable<br />
as explained in Chapter 2<br />
UNESCO Convention <strong>of</strong> 1970 (Portugal<br />
ratifi ed in 1985) <strong>and</strong> UNIDROIT Convention<br />
<strong>of</strong> 1995 (Portugal ratifi ed in 2002)<br />
Portugal <strong>and</strong> <strong>Russia</strong> signed <strong>the</strong> Cultural,<br />
Educational <strong>and</strong> Scientific Co-operation<br />
Agreement in Moscow in 1994. In Article<br />
8 both countries agree <strong>to</strong> adopt measures<br />
that impede <strong>the</strong> illicit <strong>import</strong> <strong>and</strong> <strong>export</strong> <strong>of</strong><br />
<strong>cultural</strong> property belonging <strong>to</strong> <strong>the</strong> o<strong>the</strong>r<br />
party as well as ensuring its safety when<br />
it is temporarily staying in <strong>the</strong>ir terri<strong>to</strong>ry.<br />
This agreement was approved under Portuguese<br />
law in 1995.<br />
Portugal also follows <strong>the</strong> following <strong>guide</strong>lines<br />
in relation <strong>to</strong> exchanges <strong>and</strong> loans <strong>of</strong> <strong>cultural</strong><br />
<strong>goods</strong> <strong>between</strong> museums <strong>and</strong> institutions:<br />

The exhibition <strong>of</strong> Souza Cardoso’s work ‘Avantgarde<br />
dialogues’, presented at <strong>the</strong> Calouste<br />
Gulbenkian Foundation in Lisbon in 2006,<br />

The Portuguese Institute <strong>of</strong> Museums (IPM),<br />
which acts under <strong>the</strong> Ministry <strong>of</strong> Culture, is<br />
responsible for <strong>the</strong> control <strong>and</strong> registration <strong>of</strong><br />
<strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>. Within <strong>the</strong> same<br />
field, <strong>the</strong> IPM is also responsible for <strong>the</strong> development<br />
<strong>and</strong> promotion <strong>of</strong> st<strong>and</strong>ards for procedures<br />
related <strong>to</strong> <strong>the</strong> mobility <strong>of</strong> collections.<br />
