Cus<strong>to</strong>ms takes care <strong>of</strong> all <strong>import</strong> <strong>and</strong> <strong>export</strong> formalities <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>.<br />

Do I need an <strong>export</strong> licence?<br />

Export permits are required for all <strong>cultural</strong> <strong>goods</strong>, except:<br />

• Cultural <strong>goods</strong> which have not been entered on<strong>to</strong> <strong>the</strong> National Register <strong>of</strong> Cultural<br />

Goods <strong>and</strong> are not older than 55 years<br />

• Cultural <strong>goods</strong> which are technical objects, not entered on<strong>to</strong> <strong>the</strong> Register, not older<br />

than 25 years<br />

• Cultural <strong>goods</strong> brought from abroad, which are subject <strong>to</strong> <strong>the</strong> temporary <strong>import</strong><br />

procedure in <strong>the</strong> meaning <strong>of</strong> <strong>the</strong> Cus<strong>to</strong>ms Code<br />

• Cultural <strong>goods</strong> brought from abroad by persons who have privileges or diplomatic<br />

immunity, including objects brought for <strong>the</strong> purpose <strong>of</strong> furnishing <strong>the</strong> interiors <strong>of</strong><br />

diplomatic premises <strong>and</strong> consular <strong>of</strong>fices<br />

• Works <strong>of</strong> living artists<br />

• Library materials created after 31 December 1948<br />

• O<strong>the</strong>r objects having features <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>, which are not <strong>cultural</strong> <strong>goods</strong><br />

Are <strong>the</strong>re different types <strong>of</strong> licence? What type <strong>of</strong> licence do I need?<br />

Under Polish legislation <strong>the</strong>re are various types <strong>of</strong> permit for <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>:<br />

• One-time permit for <strong>the</strong> permanent <strong>export</strong> <strong>of</strong> a <strong>cultural</strong> good abroad<br />

• One-time permit for <strong>the</strong> temporary <strong>export</strong> <strong>of</strong> a <strong>cultural</strong> good abroad (valid for a<br />

maximum <strong>of</strong> one year from <strong>the</strong> date <strong>of</strong> issue)<br />

• Multiple individual permit for <strong>the</strong> temporary <strong>export</strong> <strong>of</strong> a <strong>cultural</strong> good abroad (valid for<br />

a maximum <strong>of</strong> three years from <strong>the</strong> date <strong>of</strong> issue)<br />

• Multiple general permit for <strong>the</strong> temporary <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> abroad (valid for a<br />

maximum <strong>of</strong> five years from <strong>the</strong> date <strong>of</strong> issue)<br />

What are my first steps? How do I plan this process <strong>and</strong> how long might it take?<br />

The owner or o<strong>the</strong>r authorised person must apply for <strong>the</strong> permit for <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong><br />

<strong>goods</strong>.<br />

If <strong>cultural</strong> <strong>goods</strong> are <strong>export</strong>ed outside <strong>the</strong> cus<strong>to</strong>ms area <strong>of</strong> <strong>the</strong> EU, you must use <strong>the</strong> EU<br />

<strong>export</strong> licence application forms. Therefore, in all cases <strong>of</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> <strong>to</strong> <strong>Russia</strong><br />

from Pol<strong>and</strong> <strong>the</strong> EU application form must be used.<br />

If a <strong>cultural</strong> good is <strong>to</strong> be <strong>export</strong>ed permanently, you must present your application at <strong>the</strong><br />
