Chapter 3: European Union Member States<br />

<strong>import</strong>ance <strong>to</strong> <strong>the</strong> national <strong>cultural</strong> heritage, permission will be given for <strong>the</strong>ir <strong>export</strong> from<br />

Sweden in <strong>the</strong> following cases where:<br />

• The <strong>goods</strong> are <strong>to</strong> be taken out <strong>of</strong> Sweden by a public institution in Sweden, an<br />

institution receiving a grant from <strong>the</strong> State, a municipality or a county council <strong>and</strong> are<br />

<strong>to</strong> be brought back <strong>to</strong> Sweden again<br />

• The <strong>goods</strong> are <strong>to</strong> be taken out <strong>of</strong> Sweden by an individual for use in connection with<br />

public <strong>cultural</strong> activities <strong>and</strong> are <strong>to</strong> be brought back <strong>to</strong> Sweden again<br />

• The <strong>goods</strong> are temporarily located in Sweden<br />

Even if <strong>the</strong> <strong>goods</strong> are <strong>of</strong> major <strong>import</strong>ance <strong>to</strong> <strong>the</strong> national <strong>cultural</strong> heritage, permission may<br />

be given for <strong>the</strong>ir <strong>export</strong> if <strong>the</strong>y are acquired by an institution abroad.<br />

Museums <strong>and</strong> galleries applying for a licence for temporary <strong>export</strong> should follow <strong>the</strong> same<br />

procedure outlined above. They should note that once it has been approved, <strong>the</strong> permit is<br />

valid for one year from <strong>the</strong> date <strong>of</strong> decision.<br />

I am a visual artist. Do I need a licence <strong>to</strong> <strong>export</strong> my own work?<br />

No. Art work which belongs <strong>to</strong> “<strong>the</strong> origina<strong>to</strong>r” (i.e. <strong>the</strong> artist who created it) does not require<br />

an <strong>export</strong> licence under <strong>the</strong> EU <strong>export</strong> licence legislation, whatever its age or value.<br />

The same applies under Swedish national legislation. Therefore you do not need a licence<br />

<strong>to</strong> <strong>export</strong> your own work if you still own it yourself.<br />

I am a musician. Do I need <strong>to</strong> know about <strong>export</strong> regulations if I am travelling with my<br />

instrument?<br />

Yes. Any musician who wishes <strong>to</strong> travel outside <strong>the</strong> European Union with a musical instrument<br />

which is over a certain age <strong>and</strong> value must obtain an EU <strong>export</strong> licence (as described in Chapter<br />

2). This applies whe<strong>the</strong>r <strong>the</strong> <strong>export</strong> is temporary, e.g. for a concert <strong>to</strong>ur, or permanent.<br />

As far as <strong>the</strong> Swedish authorities are concerned, if <strong>the</strong> <strong>goods</strong> are <strong>to</strong> be taken out <strong>of</strong><br />

Sweden by an individual for use in connection with public <strong>cultural</strong> activities <strong>and</strong> are <strong>to</strong> be<br />

brought back <strong>to</strong> Sweden again, an <strong>export</strong> licence will be granted. But you still need <strong>to</strong> go<br />

through <strong>the</strong> application process.<br />

I am a <strong>to</strong>urist visiting Sweden. If I buy a work <strong>of</strong> art, how do I take it home with me?<br />

The <strong>export</strong> regulations apply <strong>to</strong> anyone who wants <strong>to</strong> take <strong>cultural</strong> <strong>goods</strong> <strong>of</strong> a certain age <strong>and</strong><br />

value from Sweden <strong>to</strong> <strong>Russia</strong> (or <strong>to</strong> ano<strong>the</strong>r country). You must go through <strong>the</strong> application<br />

process with <strong>the</strong> Swedish national authorities in order for <strong>the</strong> <strong>goods</strong> <strong>to</strong> be cleared for <strong>export</strong>.<br />

If you have bought <strong>the</strong> art work, antique, furniture or o<strong>the</strong>r <strong>cultural</strong> <strong>goods</strong> from a reputable<br />

art or antique dealer, ask <strong>the</strong>ir advice on how <strong>to</strong> apply for <strong>the</strong> <strong>export</strong> licence.<br />

Since <strong>the</strong> application process can take around four weeks, you should note that <strong>the</strong> <strong>goods</strong><br />

must remain in Sweden until <strong>the</strong> permit/licence has been granted. You may <strong>the</strong>refore have<br />
