Chapter 3: European Union Member States<br />

Luxembourg<br />

Luxembourg is proud <strong>of</strong> its long-st<strong>and</strong>ing tradition in <strong>cultural</strong> cooperation with <strong>Russia</strong>.<br />

For many years now, <strong>Russia</strong>n artists have found <strong>the</strong>ir way <strong>to</strong> <strong>the</strong> Gr<strong>and</strong>-Duchy in order <strong>to</strong><br />

engage in an inter<strong>cultural</strong> dialogue with <strong>the</strong>ir peers from Luxembourg. In <strong>the</strong> same manner<br />

have Luxembourg’s finest artists been keen <strong>to</strong> share <strong>the</strong>ir work with <strong>the</strong> <strong>Russia</strong>n public.<br />

Among <strong>the</strong> many recent projects, some major events should be underlined that demonstrate<br />

<strong>the</strong> variety <strong>of</strong> <strong>the</strong> artistic fields in which mutual <strong>cultural</strong> exchange gains its full<br />

expression.<br />

In 2001, an agreement was made <strong>to</strong> launch a Luxembourg <strong>cultural</strong> <strong>and</strong> language centre<br />

based at a university in Moscow. O<strong>the</strong>rs have followed. Several exhibitions <strong>of</strong> <strong>Russia</strong>n<br />

painters have taken place in Luxembourg. <strong>Russia</strong>n musicians <strong>and</strong> orchestras regularly<br />

play in Luxembourg. In 2003, Luxembourg contributed two projects <strong>to</strong> <strong>the</strong> Tricentennial<br />

<strong>of</strong> St. Petersburg.<br />

In 2006, <strong>the</strong> Centre national de littérature in Mersch hosted an exhibition on ‘Alex<strong>and</strong>er<br />

Pushkin: his life <strong>and</strong> works’, presented in collaboration with <strong>the</strong> Pushkin Museums <strong>of</strong><br />

Moscow <strong>and</strong> St. Petersburg within <strong>the</strong> framework <strong>of</strong> <strong>the</strong> bilateral <strong>cultural</strong> agreement. Various<br />

fur<strong>the</strong>r activities are planned in <strong>the</strong> framework <strong>of</strong> Luxembourg <strong>and</strong> Greater Region<br />

– European Capital <strong>of</strong> Culture 2007.<br />

WHAT LEGISLATION APPLIES TO THE IMPORT/EXPORT OF CULTURAL GOODS<br />

BETWEEN LUXEMBOURG AND RUSSIA?<br />

NATIONAL<br />

Law <strong>of</strong> <strong>the</strong> 21st <strong>of</strong> March 1966, which contains provisions on <strong>the</strong> protection <strong>of</strong> movable<br />

<strong>cultural</strong> heritage<br />

Law <strong>of</strong> <strong>the</strong> 18th <strong>of</strong> July 1983, on <strong>the</strong> protection <strong>of</strong> national monuments<br />

INTERNATIONAL<br />

European Community legislation is applicable as explained in Chapter 2.<br />

Bilateral agreement signed on <strong>the</strong> 28th <strong>of</strong> June 1993 in Moscow <strong>between</strong> <strong>the</strong> Government<br />

<strong>of</strong> <strong>the</strong> Gr<strong>and</strong>-Duchy <strong>of</strong> Luxembourg <strong>and</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Federation <strong>of</strong> <strong>Russia</strong> on<br />

cooperation in <strong>the</strong> fi elds <strong>of</strong> culture, education <strong>and</strong> science (Art. 13 The Parties engaged <strong>to</strong><br />

take measures <strong>to</strong> prevent illicit traffi c <strong>and</strong> transfer <strong>of</strong> propriety rights on <strong>cultural</strong> values <strong>of</strong> each<br />

State in conformity with international law; Cooperation programme <strong>of</strong> <strong>the</strong> agreement: Article<br />

22: Art exhibitions, Article 24, Article 25: Cultural <strong>goods</strong> <strong>and</strong> Article 26: Protection <strong>of</strong> his<strong>to</strong>rical<br />
