Finl<strong>and</strong><br />
Chapter 3: European Union Member States<br />
A performing artist or a person practising a pr<strong>of</strong>ession is not required <strong>to</strong> apply for an <strong>export</strong><br />
licence for an instrument or o<strong>the</strong>r equipment used in <strong>the</strong>ir work, which will be returned<br />
<strong>to</strong> Finl<strong>and</strong> after <strong>the</strong> performance or work is completed.<br />
Do museums <strong>and</strong> galleries need licences for temporary <strong>export</strong>s (e.g. a <strong>to</strong>uring exhibition)? Do<br />
non-pr<strong>of</strong>it organisations need <strong>export</strong> licences?<br />
The procedure is <strong>the</strong> same as for definitive <strong>export</strong> licences, if <strong>the</strong> <strong>cultural</strong> objects are <strong>to</strong><br />
be <strong>export</strong>ed outside EU. The maximum length <strong>of</strong> time allocated for a temporary <strong>export</strong><br />
licence is two years.<br />
If an object is taken out <strong>of</strong> Finl<strong>and</strong> for a fixed period <strong>of</strong> time <strong>and</strong> <strong>the</strong> licensing authorities<br />
set <strong>the</strong> date for its return, <strong>the</strong> owner <strong>of</strong> <strong>the</strong> object must report <strong>to</strong> <strong>the</strong> authorities when <strong>the</strong><br />
object is returned <strong>to</strong> Finl<strong>and</strong>.<br />
I am a visual artist. Do I need a licence <strong>to</strong> <strong>export</strong> my own work?<br />
No. An <strong>export</strong> licence is not required if <strong>the</strong> object is owned by an individual who is <strong>the</strong><br />
producer, designer or crea<strong>to</strong>r <strong>of</strong> <strong>the</strong> object.<br />
I am a musician. Do I need <strong>to</strong> know about <strong>export</strong> regulations if I am travelling with my instrument?<br />
A performing artist or a person practising a pr<strong>of</strong>ession is not required <strong>to</strong> apply for a national<br />
<strong>export</strong> licence for an instrument or o<strong>the</strong>r equipment used in <strong>the</strong>ir work, which is <strong>to</strong><br />
be returned <strong>to</strong> Finl<strong>and</strong> after <strong>the</strong> performance or work is completed.<br />
If <strong>the</strong> instrument is not being <strong>export</strong>ed for use in a performance but for conservation, repair<br />
or o<strong>the</strong>r purposes, a national <strong>export</strong> licence must be obtained.<br />
If <strong>the</strong> financial value <strong>of</strong> an instrument <strong>to</strong> be <strong>export</strong>ed outside <strong>the</strong> EU exceeds <strong>the</strong> value thresholds<br />
set in Council Regulation 3911/92, you must apply for an EU <strong>export</strong> licence for <strong>cultural</strong> <strong>goods</strong>.<br />
I am a <strong>to</strong>urist visiting Finl<strong>and</strong>. If I buy a work <strong>of</strong> art, how do I take it home with me?<br />
You should check <strong>the</strong> list <strong>of</strong> categories <strong>of</strong> objects that fall under national law <strong>and</strong> Council<br />
Regulation 3911/92 on <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>. If <strong>the</strong> object you bought belongs <strong>to</strong><br />
any <strong>of</strong> <strong>the</strong>se categories (plus relevant age or age <strong>and</strong> value criteria), you must apply <strong>to</strong> <strong>the</strong><br />
appropriate authority for an <strong>export</strong> licence.<br />
You should allow enough time for <strong>the</strong> delivery <strong>of</strong> <strong>the</strong> <strong>export</strong> licence <strong>and</strong> <strong>the</strong> <strong>goods</strong> must<br />
remain in Finl<strong>and</strong> until it is granted.<br />
Is <strong>the</strong>re a fee for an <strong>export</strong> licence?<br />
Yes. The licence is subject <strong>to</strong> a fee as prescribed in <strong>the</strong> Government’s Basis <strong>of</strong> Payment<br />
Act (150/1992). The National Board <strong>of</strong> Antiquities charges a licence fee in accordance<br />
