Rossvyazokhrankultura makes a decision on <strong>the</strong> possibility <strong>of</strong> <strong>export</strong>ing <strong>the</strong> <strong>goods</strong> on <strong>the</strong><br />

basis <strong>of</strong> <strong>the</strong> expert’s report <strong>and</strong> after checking <strong>of</strong>ficial lists or rosters <strong>of</strong> <strong>cultural</strong> <strong>goods</strong><br />

(such as, for example, lists <strong>of</strong> s<strong>to</strong>len <strong>cultural</strong> <strong>goods</strong>).<br />

On <strong>the</strong> whole, <strong>the</strong> procedure <strong>between</strong> <strong>the</strong> moment <strong>of</strong> <strong>the</strong> application <strong>and</strong> <strong>the</strong> moment <strong>of</strong><br />

Rossvyazokhrankultura´s decision lasts no more than 30 days. In practice, in many cases<br />

<strong>the</strong> term is much shorter. In a h<strong>and</strong>ful <strong>of</strong> more complicated cases, <strong>the</strong> mentioned 30-day<br />

term can be extended for a maximum <strong>of</strong> ano<strong>the</strong>r 30 days.<br />

If <strong>the</strong> decision is positive, <strong>the</strong> applicant is given a certificate for <strong>the</strong> right <strong>to</strong> <strong>export</strong> <strong>cultural</strong><br />

<strong>goods</strong> from <strong>the</strong> terri<strong>to</strong>ry <strong>of</strong> <strong>Russia</strong>. It is necessary <strong>to</strong> present this certificate <strong>to</strong> cus<strong>to</strong>ms<br />

upon leaving <strong>Russia</strong>, <strong>to</strong>ge<strong>the</strong>r with <strong>the</strong> cus<strong>to</strong>ms declaration.<br />

If <strong>the</strong> expert establishes that your object is not a <strong>cultural</strong> good, Rossvyazokhrankultura<br />

issues <strong>the</strong> relevant reference document or spravka. Such document can be requested by<br />

<strong>the</strong> cus<strong>to</strong>ms <strong>of</strong>ficial when you leave <strong>Russia</strong>.<br />

How can I find out if an object has a special value <strong>and</strong> whe<strong>the</strong>r it can be <strong>export</strong>ed from<br />

<strong>Russia</strong>? Is <strong>the</strong>re a State Register or list <strong>of</strong> such objects?<br />

The Cultural Goods Export <strong>and</strong> Import Law provides a number <strong>of</strong> categories <strong>of</strong> <strong>cultural</strong><br />

<strong>goods</strong> that are banned from <strong>export</strong> (for details, see our answer <strong>to</strong> <strong>the</strong> question, “Are <strong>the</strong>re<br />

any restrictions on classes <strong>of</strong> objects <strong>to</strong> be <strong>export</strong>ed? What o<strong>the</strong>r special rules do I need<br />

<strong>to</strong> know about?” in this section):<br />

Movable objects, whenever <strong>the</strong>y were created, that are protected by <strong>the</strong> state <strong>and</strong> entered<br />

in rosters <strong>and</strong> registers <strong>of</strong> state-protected objects, cannot be <strong>export</strong>ed from <strong>Russia</strong>. This<br />

category includes, among o<strong>the</strong>r things, objects for which an <strong>export</strong> authorisation was<br />

requested, but <strong>the</strong> subsequent expert opinion led Rossvyazokhrankultura <strong>to</strong> enter <strong>the</strong>m in<br />

public rosters <strong>and</strong> registers.<br />

Movable objects that form part <strong>of</strong> <strong>the</strong> <strong>cultural</strong> heritage <strong>of</strong> <strong>the</strong> peoples <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n<br />

Federation are included by federal authorities in a special State list or code (called svod),<br />

which is deposited at Roskultura.<br />

Museum exhibits <strong>and</strong> collections that form part <strong>of</strong> <strong>the</strong> Museum S<strong>to</strong>ck <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n<br />

Federation have been registered in <strong>the</strong> Public Museum S<strong>to</strong>ck Catalogue, which is also<br />

maintained by Roskultura.<br />

Documents kept in <strong>the</strong> Archives <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n Federation are looked after by Rosarkhiv,<br />

which also keeps a Public Register <strong>of</strong> unique documents <strong>of</strong> <strong>the</strong> country’s Archives (go <strong>to</strong><br />
