An ancient Latin proverb says his<strong>to</strong>ria magistra vitae – his<strong>to</strong>ry is <strong>the</strong> teacher <strong>of</strong> life. The<br />

his<strong>to</strong>ry <strong>of</strong> <strong>cultural</strong> cooperation <strong>between</strong> Bulgaria <strong>and</strong> <strong>Russia</strong> dates back more than eleven<br />

centuries. Such a long period <strong>of</strong> <strong>cultural</strong> ties <strong>between</strong> Bulgaria <strong>and</strong> <strong>Russia</strong> has been<br />

determined by close geographical proximity, language, religion, norms <strong>and</strong> traditions<br />

which have endured for centuries. There are numerous artefacts reflecting <strong>Russia</strong>n–<br />

Bulgarian spiritual bonds in <strong>the</strong> monasteries, churches <strong>and</strong> museums <strong>of</strong> both countries.<br />

The turbulent political changes <strong>of</strong> <strong>the</strong> past century cannot erase paths that were traced<br />

in <strong>the</strong> memories <strong>of</strong> generations.<br />

The ‘Days <strong>of</strong> Bulgarian Culture in Moscow’ initiative in September 2002 was <strong>the</strong> first<br />

event <strong>of</strong> <strong>the</strong> 21st century which strongly demonstrated <strong>the</strong> continuing interest in Bulgarian<br />

culture in <strong>Russia</strong>. The participation <strong>of</strong> Pr<strong>of</strong>. Svetlin Roussev, <strong>the</strong> classic Bulgarian<br />

fine artist, in <strong>the</strong> First Moscow International Art Festival in 2007 was a significant example<br />

<strong>of</strong> <strong>cultural</strong> dialogue.<br />

As a member <strong>of</strong> <strong>the</strong> European Union, Bulgaria will promote increased <strong>cultural</strong> cooperation<br />

with <strong>Russia</strong> encouraging creative initiatives <strong>and</strong> exchange <strong>between</strong> our two<br />

countries. At <strong>the</strong> same time, drawing on its his<strong>to</strong>rical bonds with <strong>Russia</strong>, Bulgaria will<br />

contribute <strong>to</strong> <strong>the</strong> spread <strong>of</strong> greater knowledge <strong>of</strong> <strong>the</strong> his<strong>to</strong>ry <strong>and</strong> <strong>cultural</strong> heritage <strong>of</strong><br />

<strong>the</strong> European nations in this part <strong>of</strong> <strong>the</strong> world. The future <strong>of</strong> Culture always grows from<br />

<strong>the</strong> embrace <strong>of</strong> His<strong>to</strong>ry.<br />

Regulation on <strong>the</strong> <strong>export</strong> <strong>and</strong> temporary <strong>export</strong> <strong>of</strong> movable <strong>cultural</strong> <strong>goods</strong><br />

Regulation on <strong>the</strong> expert assessment’s order <strong>of</strong> <strong>the</strong> declared movable <strong>cultural</strong> <strong>goods</strong> in<br />

possession <strong>of</strong> juridical <strong>and</strong> physical persons<br />

INTERNATIONAL<br />

European Community legislation is applicable as explained in Chapter 2<br />

UNESCO Convention <strong>of</strong> 1970 (ratifi ed by Bulgaria in 1971)<br />

Who is responsible for implementing <strong>the</strong>se regulations?<br />

The Ministry <strong>of</strong> Culture <strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Bulgaria is <strong>the</strong> competent institution for <strong>the</strong> application<br />

<strong>of</strong> EU legislation on <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>, through its Museums, Galleries<br />

<strong>and</strong> Fine Arts Direc<strong>to</strong>rate.<br />
