<strong>Russia</strong><br />
(3) Copies <strong>of</strong> documents confirming <strong>the</strong> title <strong>of</strong> <strong>the</strong> legal entity <strong>to</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong><br />
being <strong>export</strong>ed from <strong>the</strong> <strong>Russia</strong>n Federation (originals are <strong>to</strong> be produced for<br />
verification purposes as well);<br />
(4) Documents certifying <strong>the</strong> value (price) <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong>; <strong>and</strong><br />
(5) A copy <strong>of</strong> <strong>the</strong> ID <strong>of</strong> a citizen <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n Federation for travel beyond <strong>the</strong> <strong>Russia</strong>n<br />
Federation, or <strong>of</strong> a foreign citizen or subject for travel <strong>to</strong> <strong>and</strong> around <strong>the</strong> <strong>Russia</strong>n<br />
Federation, or a copy <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial registration certificate <strong>of</strong> a legal entity.<br />
A request filed for temporary <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> by public <strong>and</strong> municipal museums,<br />
archives, libraries <strong>and</strong> o<strong>the</strong>r public reposi<strong>to</strong>ries <strong>of</strong> <strong>cultural</strong> treasures is <strong>to</strong> be accompanied<br />
additionally by:<br />
• An agreement with <strong>the</strong> host organisation stating <strong>the</strong> purposes <strong>and</strong> terms <strong>of</strong> temporary<br />
<strong>export</strong> <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong>;<br />
• A document confirming commercial all-risks insurance covering <strong>the</strong> outbound <strong>cultural</strong><br />
<strong>goods</strong>, or a document <strong>of</strong> all-risks financial indemnity coverage for <strong>the</strong> <strong>cultural</strong> <strong>goods</strong><br />
by a government agency in <strong>the</strong> host country; <strong>and</strong><br />
• Documented guarantees from <strong>the</strong> host organisation <strong>and</strong> government authorities in <strong>the</strong><br />
host country regarding <strong>the</strong> safety <strong>and</strong> return <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> brought in for a<br />
specified period.<br />
In <strong>the</strong>se situations, consent is <strong>to</strong> be obtained from <strong>the</strong> body <strong>of</strong> <strong>the</strong> executive branch <strong>of</strong> government<br />
in charge <strong>of</strong> <strong>the</strong> institution requesting authorisation for temporary <strong>export</strong> <strong>of</strong> <strong>cultural</strong><br />
<strong>goods</strong> (for example, consent is required from Roskultura if a federal museum is involved).<br />
A request filed by o<strong>the</strong>r legal entities, individuals, government <strong>and</strong> management bodies<br />
<strong>and</strong> public service <strong>of</strong>ficials for <strong>cultural</strong> <strong>goods</strong> <strong>to</strong> be allowed out <strong>of</strong> <strong>the</strong> country for a limited<br />
period <strong>of</strong> time is <strong>to</strong> be accompanied by:<br />
• A certificate <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> intended for temporary <strong>export</strong> having been entered in any<br />
lists or registers <strong>of</strong> protected heritage existing under <strong>the</strong> laws <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n Federation;<br />
• Confirmation <strong>of</strong> notice having been given <strong>to</strong> <strong>the</strong> public agency providing <strong>of</strong>ficial<br />
protection for <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> concerned being taken out for a specified time;<br />
• An agreement with <strong>the</strong> hosting party on <strong>the</strong> purposes <strong>and</strong> terms <strong>of</strong> temporary <strong>export</strong><br />
<strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong>; <strong>and</strong><br />
• Documented guarantees from <strong>the</strong> hosting party <strong>and</strong> authorities <strong>of</strong> <strong>the</strong> host country<br />
regarding <strong>the</strong> safety <strong>and</strong> return <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> brought in from <strong>Russia</strong>.<br />
A fur<strong>the</strong>r condition for <strong>cultural</strong> <strong>goods</strong> <strong>to</strong> be allowed out temporarily is an agreement <strong>between</strong><br />
<strong>the</strong> applicant <strong>and</strong> Rossvyazokhrankultura on repatriation <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> being<br />
taken out <strong>of</strong> <strong>the</strong> country.<br />
Finally, any <strong>cultural</strong> <strong>goods</strong> <strong>export</strong>ed temporarily are examined twice – before <strong>the</strong>y are<br />
taken out <strong>and</strong> when <strong>the</strong>y have been brought back after temporary absence.<br />
A stamp duty equivalent <strong>to</strong> 0.01 % <strong>of</strong> <strong>the</strong> sum insured <strong>of</strong> <strong>the</strong> <strong>cultural</strong> <strong>goods</strong> <strong>to</strong> be <strong>export</strong>ed<br />
is payable as an authorisation fee. Payment <strong>of</strong> <strong>the</strong> stamp duty is required after <strong>the</strong> <strong>cultural</strong><br />
<strong>goods</strong> have been examined by an expert.<br />
