Estonia Chapter 3: European Union Member States Are there any special export restrictions on certain objects or other considerations I should know about? Movable monuments are under state protection and are designated as such according to the procedure in the Heritage Conservation Act. An object is designated as monument by a directive of the Minister of Culture on the expert assessment of the NHB and a proposal from the Heritage Conservation Advisory Panel. The NHB can place an object of cultural value under temporary protection in order to determine the need to designate it as a monument. Such temporary protection can last up to six months. You should declare the goods and be able to produce information that proves that the goods were exported legally from Russia. 80
