for exhibition, event or res<strong>to</strong>ration.<br />

When a permit is issued for <strong>the</strong> temporary <strong>export</strong> <strong>of</strong> movable <strong>cultural</strong> property <strong>and</strong> antiques<br />

from Lithuania, <strong>the</strong> Department <strong>of</strong> Cultural Heritage Protection has <strong>the</strong> right <strong>to</strong> establish <strong>the</strong><br />

time <strong>of</strong> <strong>the</strong>ir return <strong>to</strong> Lithuania. The period <strong>of</strong> temporary <strong>export</strong> will not exceed three years.<br />

Where <strong>the</strong> Department <strong>of</strong> Cultural Heritage Protection has established a period for returning<br />

<strong>the</strong> movable <strong>cultural</strong> property <strong>and</strong> antiques on temporary <strong>export</strong>, <strong>the</strong>ir owner must<br />

inform <strong>the</strong> Department <strong>of</strong> Cultural Heritage Protection, in writing, within a month <strong>of</strong> <strong>the</strong><br />

date <strong>of</strong> <strong>the</strong>ir return <strong>to</strong> Lithuania.<br />

When issuing a permit for <strong>the</strong> temporary <strong>export</strong> <strong>of</strong> documents from Lithuania, <strong>the</strong> Lithuanian<br />

Archives Department has <strong>the</strong> right <strong>to</strong> establish <strong>the</strong> time <strong>of</strong> <strong>the</strong>ir return. The period <strong>of</strong><br />

temporary <strong>export</strong> will not exceed three years.<br />

I am a <strong>to</strong>urist visiting Lithuania. If I buy a work <strong>of</strong> art, how do I take it home with me?<br />

You should check <strong>the</strong> applicable Lithuanian legislation <strong>and</strong> Council Regulation 3911/92 on<br />

<strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> <strong>to</strong> see if your art object meets any <strong>of</strong> <strong>the</strong> defined categories.<br />

If you find that your object is an antique as defined by Lithuanian Law, you must apply <strong>to</strong><br />

<strong>the</strong> Department <strong>of</strong> Cultural Heritage Protection <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Culture for a permit. The<br />

same applies if it is a <strong>cultural</strong> good under EU legislation <strong>and</strong> you intend <strong>to</strong> take <strong>the</strong> object<br />

<strong>to</strong> <strong>Russia</strong>.<br />

If it is an item <strong>of</strong> movable <strong>cultural</strong> property, it is very unlikely that you can take <strong>the</strong> object<br />

with you on a permanent basis.<br />

If you intend <strong>to</strong> <strong>export</strong> a document, be aware that Lithuania has strict regulations that limit<br />

<strong>the</strong>ir <strong>export</strong>. Most probably you will have <strong>to</strong> apply <strong>to</strong> <strong>the</strong> Lithuanian Archives Department<br />

for <strong>the</strong> relevant permit.<br />

Once you have got <strong>the</strong> permit, you can proceed <strong>to</strong> cus<strong>to</strong>ms clearance. You must present<br />

<strong>the</strong> permit plus <strong>the</strong> <strong>export</strong> declaration.<br />

Is <strong>the</strong>re a fee for an <strong>export</strong> licence?<br />

A state charge applies when a permit for <strong>the</strong> <strong>export</strong> <strong>of</strong> movable <strong>cultural</strong> property, antiques<br />

or documents from Lithuania is issued. It is calculated according <strong>to</strong> <strong>the</strong> quantity <strong>of</strong> <strong>cultural</strong><br />

<strong>goods</strong> being <strong>export</strong>ed.<br />

Does <strong>the</strong> <strong>cultural</strong> object need <strong>to</strong> be valued? If so, who will do this?<br />

The Council <strong>of</strong> Experts for <strong>the</strong> Export <strong>of</strong> Movable Cultural Property (<strong>the</strong> Council) appraises<br />

items <strong>of</strong> movable <strong>cultural</strong> property (not kept at state deposi<strong>to</strong>ries) <strong>and</strong> antiques intended<br />
