If you are <strong>export</strong>ing <strong>cultural</strong> <strong>goods</strong> from Luxembourg <strong>to</strong> <strong>Russia</strong>, only <strong>the</strong> EU <strong>export</strong> licence<br />

for <strong>cultural</strong> <strong>goods</strong> is required. It is also required for <strong>goods</strong> falling under <strong>the</strong> scope <strong>of</strong> <strong>the</strong><br />

1966 Law. When requesting a licence, <strong>the</strong> applicant has <strong>to</strong> be able <strong>to</strong> prove <strong>the</strong>ir authority<br />

for <strong>the</strong> <strong>cultural</strong> <strong>goods</strong>. Only <strong>the</strong> application form <strong>and</strong> a pho<strong>to</strong>graph <strong>of</strong> each <strong>cultural</strong> good<br />

destined <strong>to</strong> be <strong>export</strong>ed need <strong>to</strong> be submitted.<br />

The legal time limit for processing <strong>the</strong> licence application is one month, after which <strong>the</strong><br />

authorisation for <strong>export</strong> is presumed <strong>to</strong> have been given. In practice, an <strong>export</strong> licence is<br />

issued within 14 days.<br />

How do I find if <strong>the</strong> art object I want <strong>to</strong> <strong>export</strong> is <strong>of</strong> national significance? Is <strong>the</strong>re a Public<br />

Inven<strong>to</strong>ry <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> <strong>of</strong> special interest or <strong>import</strong>ance?<br />

No such inven<strong>to</strong>ry <strong>of</strong> <strong>cultural</strong> <strong>goods</strong> <strong>of</strong> national interest exists at present. Luxembourg is<br />

working on establishing one in <strong>the</strong> near future.<br />

Do museums <strong>and</strong> galleries need licences for temporary <strong>export</strong>s (e.g. a <strong>to</strong>uring exhibition)? Do<br />

non-pr<strong>of</strong>it organisations need <strong>export</strong> licences?<br />

Yes. The application procedure is <strong>the</strong> same as for o<strong>the</strong>r organisations. There is no statu<strong>to</strong>ry<br />

time limit for a temporary loan.<br />

I am a <strong>to</strong>urist visiting Luxembourg. If I buy a work <strong>of</strong> art, how do I take it home with me?<br />

You must apply for an <strong>export</strong> licence <strong>to</strong> <strong>the</strong> Ministry <strong>of</strong> Culture, Higher Education<br />

I am a musician. Do I need <strong>to</strong> know about <strong>export</strong> regulations if I am travelling with my<br />

instrument?<br />

Yes. Any musician who wishes <strong>to</strong> travel outside <strong>the</strong> European Union with a musical<br />

instrument which is over a certain age <strong>and</strong> value must obtain an EU <strong>export</strong> licence (as<br />

described in Chapter 2). This applies whe<strong>the</strong>r <strong>the</strong> <strong>export</strong> is temporary, e.g. for a concert<br />

<strong>to</strong>ur, or permanent.<br />

Is <strong>the</strong>re a fee for an <strong>export</strong> licence?<br />

No duty is payable for <strong>the</strong> <strong>export</strong> licence.<br />
