Who is responsible for implementing <strong>the</strong>se regulations?<br />

The Superintendence <strong>of</strong> Cultural Heritage is responsible for <strong>the</strong> moni<strong>to</strong>ring <strong>and</strong> control <strong>of</strong><br />

<strong>the</strong> <strong>import</strong> <strong>and</strong> <strong>export</strong> <strong>of</strong> <strong>goods</strong> which are <strong>of</strong> <strong>cultural</strong> significance, whe<strong>the</strong>r <strong>the</strong> movement<br />

is temporary (for example, for exhibition or res<strong>to</strong>ration purposes) or permanent. The Superintendence<br />

issues permits needed for such movements.<br />

Do I need an <strong>export</strong> licence?<br />

As far as <strong>the</strong> Maltese regulations are concerned, <strong>the</strong> Cultural Heritage Act defines<br />

<strong>cultural</strong> heritage as “movable <strong>and</strong> immovable objects <strong>of</strong> artistic, architectural, his<strong>to</strong>rical,<br />

archaeological, ethnographic, palaen<strong>to</strong>logical <strong>and</strong> geological <strong>import</strong>ance<br />

<strong>and</strong> includes information or data relative <strong>to</strong> <strong>cultural</strong> heritage pertaining <strong>to</strong> Malta or<br />

<strong>to</strong> any o<strong>the</strong>r country. This includes archaeological, palaeon<strong>to</strong>logical or geological<br />

sites <strong>and</strong> deposits, l<strong>and</strong>scapes, groups <strong>of</strong> buildings, as well as scientific collections,<br />

collections <strong>of</strong> art objects, manuscripts, books, published material, archives, audiovisual<br />

material <strong>and</strong> reproductions <strong>of</strong> any <strong>of</strong> <strong>the</strong> preceding, or collections <strong>of</strong> his<strong>to</strong>rical<br />

value…” Any item over 50 years old is considered as <strong>cultural</strong> property <strong>and</strong> benefits<br />

from <strong>the</strong> Cultural Heritage Act.<br />
