Chapter 3: European Union Member States<br />

Romania<br />

<strong>Russia</strong>n – Romanian <strong>cultural</strong>, educational <strong>and</strong> scientific cooperation is carried out according<br />

<strong>to</strong> <strong>the</strong> Bilateral Agreement <strong>between</strong> <strong>the</strong> Romanian <strong>and</strong> <strong>Russia</strong>n Governments<br />

concerning <strong>the</strong> <strong>cultural</strong>, educational <strong>and</strong> scientific fields. This was signed in 1993 <strong>and</strong><br />

is still in force.<br />

Many sessions <strong>of</strong> <strong>the</strong> Romanian – <strong>Russia</strong>n Joint His<strong>to</strong>ry Commission have taken place in<br />

both countries. In <strong>the</strong> <strong>cultural</strong> field, many wonderful events have taken place in Moscow.<br />

The most recent <strong>of</strong> <strong>the</strong>se was <strong>the</strong> Chroma exhibition in 2007 by Romanian contemporary<br />

glass artist, Ioan Nem<strong>to</strong>i.<br />

Who is responsible for implementing <strong>the</strong>se regulations?<br />

The Ministry <strong>of</strong> Culture <strong>and</strong> Religious Affairs (MCC – Ministerul Culturii si Cultelor) is <strong>the</strong><br />

competent institution for issuing certificates <strong>and</strong> licences for <strong>the</strong> <strong>export</strong> <strong>of</strong> <strong>cultural</strong> <strong>goods</strong>:<br />

The 42 County Direc<strong>to</strong>rates for Culture, Religious Affairs <strong>and</strong> National Cultural Heritage<br />

are responsible for issuing <strong>export</strong> licences for non-classified <strong>cultural</strong> <strong>goods</strong>.<br />
