Chapter 3: European Union Member States<br />

Finl<strong>and</strong><br />

Cultural co-operation <strong>between</strong> Finl<strong>and</strong> <strong>and</strong> <strong>Russia</strong> operates on a very high <strong>and</strong> diverse<br />

level <strong>of</strong> activity. There are many common projects as well as projects arranged by Finl<strong>and</strong><br />

in <strong>Russia</strong> <strong>and</strong> vice versa.<br />

In recent years, particularly, popular music from Finl<strong>and</strong> has received a lot <strong>of</strong> publicity in<br />

<strong>Russia</strong>. Almost every week you can listen <strong>to</strong> a Finnish group or artist in some club in Moscow<br />

or St Petersburg. Finl<strong>and</strong>, as a close neighbour, is well known among <strong>Russia</strong>ns <strong>and</strong>,<br />

perhaps because <strong>of</strong> this, Finnish artists have found <strong>the</strong>y have fans in <strong>Russia</strong>.<br />

When it comes <strong>to</strong> events arranged by <strong>the</strong> Embassy <strong>of</strong> Finl<strong>and</strong>, or events supported by <strong>the</strong><br />

Embassy, much has been done in <strong>the</strong> sphere <strong>of</strong> classical music <strong>and</strong> arts. In November 2006<br />

<strong>the</strong> opera festival from Savonlinna visited <strong>the</strong> Bolshoi Theatre, <strong>and</strong> in July 2007 <strong>the</strong> Bolshoi<br />

performed two operas in Savonlinna. In March 2007 <strong>the</strong> Embassy <strong>of</strong> Finl<strong>and</strong> <strong>to</strong>ge<strong>the</strong>r with<br />

its <strong>Russia</strong>n partners organised a festival celebrating 100 years <strong>of</strong> Finnish parliament.<br />

Finl<strong>and</strong> <strong>and</strong> <strong>Russia</strong> have more than one hundred years <strong>of</strong> common his<strong>to</strong>ry <strong>and</strong> this has<br />

been a good base for many o<strong>the</strong>r common projects, such as seminars <strong>and</strong> exhibitions.<br />

INTERNATIONAL<br />

European Community legislation is applicable as explained in Chapter 2.<br />

UNESCO Convention <strong>of</strong> 1970 <strong>and</strong> UNIDROIT Convention <strong>of</strong> 1995 (Finl<strong>and</strong> ratifi ed both in 1999)<br />

Agreement <strong>between</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Finl<strong>and</strong> <strong>and</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong><br />

<strong>Russia</strong>n Federation regarding co-operation <strong>and</strong> mutual assistance in cus<strong>to</strong>ms matters. (95/1994)<br />

Who is responsible for implementing <strong>the</strong>se regulations?<br />

The National Board <strong>of</strong> Antiquities is <strong>the</strong> central licensing authority that gives advice <strong>and</strong><br />
