Clearly assign this responsibility to the national co-ordinating authority (Element B3.1). The regulatory<br />
body may be responsible for licensing the practice, but should input into the larger general assessment<br />
performed by the co-ordinating authority.<br />
B4.6 Include in emergency plans as appropriate:<br />
1) allocation of responsibilities for performing functions;<br />
2) identification of various conditions of the source that could lead to the need for intervention;<br />
3) intervention levels, based on specified guidelines, for the relevant protective actions and the scope of<br />
their application, with account taken of the possible degrees of severity of accidents or emergencies<br />
that could occur;<br />
4) procedures, including communication, for contacting relevant response organizations and for obtaining<br />
assistance from fire fighting, medical, police and other relevant organizations;<br />
5) a description of the <strong>method</strong>ology and instrumentation for assessing the radiation emergency and its<br />
consequences on and off the site;<br />
6) a description of the public information arrangements in the event of a radiation emergency; and<br />
7) the criteria for terminating each protective action (5.18).<br />

B4.7 Operators prepare an emergency plan covering all activities under their responsibility to be<br />
adhered to in the event of an emergency. Co-ordinate the plan with other bodies having responsibilities in<br />
an emergency, including public authorities, and submit it to the regulatory body (5.19).<br />
B4.8 In the emergency plan of the operating organization, include as appropriate:<br />
1) a description of the on-site organization used to perform functions, including the designation of persons<br />
for directing on-site activities and for ensuring liaison with off-site organizations;<br />
2) conditions for an emergency declaration, including criteria for classifying the event, a list of job titles<br />
and functions of persons empowered to declare it, and a description of suitable arrangements for<br />
alerting response personnel and public authorities;<br />
3) arrangements for initial and subsequent assessment of the conditions at the facility and radiological<br />
conditions on and off the site;<br />
4) arrangements for minimizing the exposure of persons on and off the site to ionizing radiation and for
