habitable, will not interfere with other<br />

ongoing response actions and can be secured.<br />

Secure/reliable communications with the<br />

control room and outside sources of technical<br />

support; access to plant data, information and<br />

tools needed to develop strategies for dealing<br />

with severe emergencies. If located at the<br />

facility, it must be protected to allow<br />

operations under severe emergency<br />

conditions.<br />

Activation time: within one hour of<br />

declaration of an emergency.<br />

Location identified at the time of emergency.<br />

Should be a safe and secure location near the<br />

scene with access for medical transport.<br />

Must be continuously (24 hours a day/7 days a<br />

week) operational, in a secure location, have<br />

redundant power, secure communications and<br />

prompt access to English speakers. The fax<br />

machines and other means used to receive<br />

notifications from the <strong>IAEA</strong> should be<br />

continuously operational and frequently<br />

monitored.<br />
