Threat summary<br />

Type C packages will normally contain large amounts of<br />

radioactive material. Therefore, Type C packages have been<br />

designed to withstand all credible land, sea and air transport<br />

accidents. Doses in excess of the urgent GILs are not considered<br />

credible. However, in the event of an emergency, this should be<br />

confirmed by monitoring.<br />

Shipments of non-fissile or fissile excepted radioactive material<br />

transported under special arrangement require seven days prior<br />

notification to the competent authorities of each State involved. In<br />

an accident, urgent GILs may be exceeded. Ground contamination<br />

resulting from the accident may require decontamination.<br />

Industrial, Type A, Type B and Type C packages may all contain<br />

fissile materials. Such packages containing fissile material are<br />

designed with the contents limited, so as to maintain subcriticality<br />

during both normal and accident conditions of transport. The risk<br />

summary is therefore the same as that for the relevant Industrial,<br />

Type A, Type B or Type C package. Type IF, Type AF, Type<br />

B(U)F or Type B(M)F packages that are involved in an air<br />

accident and contain only fissile UF 6 , may release UF 6 with the<br />

associated chemical hazard. However packages containing only<br />

UF 6 have no risk of any radiological consequences requiring<br />

special protective actions. Ground contamination resulting from<br />

the emergency may require decontamination.<br />

Packages containing non-fissile or fissile excepted quantities of<br />

UF 6 that are involved in an air accident may release UF 6 with the<br />

associated chemical hazard. There is no risk of any radiological<br />

consequences requiring special protective actions. Ground<br />

contamination resulting from the emergency may require<br />

decontamination.<br />

If there is a fire or explosion resulting in dispersal of Pu from a<br />

weapon, deterministic health effects are possible from inhalation<br />

of the plume or resuspension of deposited material within about 1<br />

km. The area of significant contamination could be on the order<br />

of a square kilometre. It may not be possible to detect dangerous<br />

levels of airborne contamination with common radiation survey<br />

instruments.<br />
