3.10 Taking agriculture, ingestion and longer-term countermeasures.<br />

Describe the national arrangements for: taking agricultural countermeasures within the food<br />

restriction radius (see Element A10.2); implementation of temporary relocation (for States<br />

with territory near a threat category I or II facility) (see Element A10.3); and management of<br />

radiation waste (see Element A10.5).<br />

3.11 Conducting recovery operations<br />

Describe the arrangements for the transition from emergency phase operations to routine<br />

long term recovery operations (see Element A12.1) and for cancelling restrictions and other<br />

arrangements imposed during the emergency phase of the response (see Element A12.2).<br />

3.12 Financing operation<br />

Describe the system for financing of operations and reimbursement of organizations that<br />

provide support during a response. This could be that the cost of each government agency's<br />

participation in support of the plan is the responsibility of that organization, unless other<br />

agreements exist.<br />

3.13 Maintaining records and management of data<br />

Describe the arrangements to ensure that relevant information is recorded and retained for<br />

use in evaluations conducted after the emergency, and for long term health monitoring and<br />

follow-up of emergency workers and members of the public who may be affected (see Element<br />

A7.5).<br />

4. EMERGENCY PREPAREDNESS PROCESS<br />

Describe the arrangements used to perform the preparedness functions listed, which are needed to<br />

develop and maintain the capability to respond to an emergency. Identify which organizational<br />

component (section, group, team or position) within the response organization will be responsible<br />

for all or part of the performance of these functions.<br />

4.1 Authorities and responsibilities<br />

Describe the arrangements for developing and maintaining the NREP and supporting<br />

infrastructure.<br />

4.2 Organization<br />

Describe the arrangements for selection and recruitment of adequate numbers response<br />

personnel (see Elements B2.3, B2.4).<br />

4.3 Co-ordination<br />

Describe the arrangements used to ensure that planning is continually co-ordinated with<br />

other planning efforts at the national and local level (see Element B3.3). This should include<br />
