OFF-SITE LEVEL<br />

This level consists of organizations that will perform the response actions carried out off site,<br />

and includes:<br />

(1) Local officials: the government and support agencies responsible for providing<br />

immediate support to the operator and prompt protection of the public in the vicinity.<br />

This includes the police, fire fighting and civil emergency services or medical personnel,<br />

who may be the first to learn of an accident. It may include officials from different States<br />

if the facility is near a border.<br />

(2) National and regional (province or state) officials: the governmental agencies responsible<br />

for planning and response on the national (or regional) level. These agencies are<br />

typically responsible for tasks that usually do not need to be implemented urgently to be<br />

effective. They include:<br />

(a) longer term protective actions; and<br />

(b) support of local officials in the event that their capabilities are exceeded.<br />

(3) Non-governmental organizations (NGOs)<br />

INTERNATIONAL LEVEL<br />

This level consists of organizations responsible for providing international assistance as<br />

described in the “Joint Radiation Emergency Management Plan of the <strong>International</strong><br />

Organizations” [14]. It includes:<br />

(1) <strong>IAEA</strong> implementation of the “Convention on Early Notification of a Nuclear Accident”,<br />

the “Convention on Assistance in the Case of a Nuclear or Radiological Emergency”<br />

[15] and para. 4.15 of the Safety Requirements (GS-R-2) [2]. The parties to the<br />

Notification Convention commit to inform forthwith those States that may be affected<br />
