General emergency:<br />

- Promptly evacuate or provide special shelter119 for the public and non-essential workers on site.<br />

- Promptly evacuate or provide substantial shelter 120 for the public in the PAZ (in all directions).<br />

- For reactors, provide iodine prophylaxis (thyroid blocking) within PAZ and UPZ.<br />

- Recommend to the public within UPZ that they remain indoors and listen to the radio for further instructions (in-place sheltering).<br />

- Promptly conduct monitoring within UPZ (include shelters in PAZ) to determine where OILs may be exceeded and evacuate if appropriate.<br />

- Restrict consumption of potentially contaminated food within food restriction planning radius until monitored and provide instruction to protect<br />

agriculture products.<br />

- Restrict access to the evacuated area.<br />

- Monitor a sample of the evacuated people and determine if decontamination or medical treatment is needed.<br />
